Are you looking to make a difference in security cooperation?
Culmen International, LLC is looking for experienced professionals to provide expert advisory services to Partner Nations, security force organizations/units, and US Embassy teams across Latin America in support of a US State Department-funded program.  This program, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. Advisors will serve a twelve-month commitment abroad in the Host Nation, and will support one or more of the following core activities:
 
Defense/Security Sector Strategy and Reform
  • Strategic planning
  • Doctrine and policy development
  • Institutional development and change management
  • Organizational assessment, design, and structuring
Defense/Security Sector Institutions, Functions, and Management
  • Military/Joint Staff coordination and planning
  • Legislative affairs and coordination
  • Military justice and legal counsel
  • Human Rights and Humanitarian Affairs (HA) interagency coordination
  • Public affairs and information management
  • Acquisition and procurement
  • Logistics support and equipment maintenance
  • Law Enforcement (LE) coordination
  • Budgeting and financial planning
  • Project monitoring and surveillance
  • Inspector General (IG) institutions
Defense/Security Sector Capabilities
  • Maritime security
  • Intelligence (analysis, collections, military intel, and systems (ISR))
  • Counter-Terrorism (CT)
  • Counter-Insurgency (COIN)
  • Cease-fire monitoring and verification
  • Protection of civilians
  • Peacekeeping Operations (PKO)
  • Other specialized military capabilities (e.g. engineering and construction, medical, Counter-Improvised Explosive Devices (CIED), ground combat, troop mobility, etc.)

Roles & Responsibilities

  • Providing advisory and consultative services to assist Partner Nation with defining the roles, missions, capabilities, command and control, and force structure of its national defense establishment consistent with identified national objectives and strategy
  • Assisting Partner Nation institutions/organizations/units with achieving sustainable institutional reform and capacity building in relation one or more core activity
  • Coordinating with U.S. and foreign SMEs to assist Partner Nation development of professional, effective, and accountable systems, legal and policy frameworks, strategy, guidance, and doctrine
  • Supporting implementation of US mission abroad by ensuring close and continuous coordination with US Embassy
  • Supporting the GDRP mission of improving civilian management, leadership, oversight, planning, and budgeting capacities of Partner Nation
  • Enhancing civil-military coordination and collaboration

Basic Qualifications

  • 10+ years’ experience (civilian or military) supporting one or more of the core activities listed above
  • Prior military service equivalent to at least O-5 or higher
  • Willingness and ability to serve a twelve-month commitment abroad
  • U.S. Citizenship (local citizens may be considered for some positions)
  • B.A./B.S. or higher education is generally required, although extensive professional experience may be considered in lieu of formal education on a case-by-case basis
  • Excellent written and verbal English communication skills
  • Proficient across MS Office Suite
Security Clearance Requirement: 
US Citizenship and security clearance requirements vary by individual location requirements. 
 
Language Requirement: Fluency in a foreign language of the assigned country is required
