Provides network engineering, monitoring, and technical support for intelligence data networks operating over a Gigabit Ethernet and Internet Protocol (IP) communications topology. Responsible for assuring high availability (24 x 7) of critical network and communications services on the Unclassified (NIPR), Collateral SECRET (SIPR), TOP SECRET/SCI, COALITION and other intelligence networks. Performs systems engineering support in planning, installation, configuration, and maintenance of the network architectures and network / communication devices supporting the intelligence and communication networks. Provides technical support for the configuration, operations and maintenance of video teleconferencing (VTC), to include both Collateral Secret and the Joint Worldwide Intelligence Communications System (JWICS), and streaming video systems and capabilities. Provides configuration, operations and maintenance for the Global Broadcast System (GBS) communications link and equipment. Performs technical studies to identify necessary upgrades, systems enhancements, project timelines, and Bill of Materials (BOM). Develops and executes migration and fielding plans for new hardware and software technologies. Performs technical reviews of proposed configuration or architectural modifications, to include requests for network connectivity and usage, and provides recommendations for approval, disapproval, or waivers. Develops and maintains accurate network diagrams for all networks, to include the communications node and wiring closets. Provides technical expertise and assistance in the integration of intelligence functional automated information systems into the intelligence network architecture. Serves as technical expert for new communications and networking technologies and protocols. Designs and implements technical solutions to meet intelligence requirements in areas such as advanced security multimedia broadcasting etc. Scan networks for vulnerabilities, apply fix actions and report status to local Information Assurance Manager. Provides technical guidance and assistance for the development of technical systems documentation, including network and systems diagrams for architecture and configuration management purposes, system fielding guidelines, user guides and operations directives. Develops standing operating procedures (SOPs) and processes to assure proper maintenance and monitoring is performed on all Configures, installs, maintains, and troubleshoots all communications equipment (switches, routers, modems, patch panels, Voice over IP, desktop VTC, encryption devices etc.,) supporting ATM, GIG-E, microwave, SONET, satellite and fiber optic WAN/LAN technologies. Troubleshoots communications circuits in support of remote communications, and support encryption and key material for COMSEC devices such as the “KIV” and “KG” series of devices. Detects, corrects and performs damage assessment of security vulnerabilities. Performs monitoring and analysis of security logging systems and provides technical and engineering support in the evaluation, installation and integration of security patches and protective measures. Patches, monitors, and reports compliance status of Information Assurance Vulnerability Alerts (IAVAs) to the appropriate functional security managers. Participates in technical conferences and on-site visits to keep command intelligence community informed and apprised of current status on technical programs, projects, and other related matters. Prepares and presents technical briefings as subject matter expert. Plans, organizes, secures and manages resources to bring about the successful completion of specific project goals and objectives.

The Network Engineer must demonstrate experience in planning, installing and maintaining Layer II and Layer III switching and routing equipment and Virtual Local Area Networks (VLAN), knowledge of Communications Security (COMSEC) accountability procedures and regulations, and experience maintaining various communications components (switches, routers, modems, etc.).
Category 1 Network Engineer Minimum Requirements. Bachelor's degree in related field and minimum of 3 years experience; OR an Associate’s degree and minimum of 7 years experience; OR 11 years technical experience; OR a Major Certification and a minimum of 7 years.
