Roles & Responsibilities

  • Supervise and support procurement, shipping, and warehouse employees to ensure compliance with contract requirements, adherence to standard operating procedures, and accomplishment of key performance metrics
  • Supervise the procurement team lead in the analysis of customer requirements and acquisition of goods and services based on cost, availability, conformity with customer specifications and Federal Acquisition Regulations (FAR, DFARS, DoD policies and procedures) and adherence to required delivery dates
  • Actively track and maintain established metrics related to procurement and shipping and execute continuous process improvements
  • Evaluate procurements to determine export control and reporting requirements
  • Negotiate with vendors on transportation delivery Incoterms and monitor compliance with fulfillment schedule, terms
  • Manage the preparation and timely deliver cost estimates for customer review for procurement and shipping
  • Ensure current and accurate data is uploaded into the accounting and inventory systems
  • Manage the timely submission of shipping and procurement invoices into the financial and tracking systems to ensure timely vendor payments
  • Manage relationships with key U.S. and international suppliers and identify new sources
  • Review and process Government property dispositions and database updates
  • Prepare and submit recurring reports to contract program offices
  • Create and review programmatic documents, including briefing slides, reports, deliverables

Basic Qualifications

  • Eight to ten (8-10) years of relevant work experience
  • Bachelor’s Degree (or higher) from an accredited university or college
  • Understanding of purchase orders/procurement contracts, and technical evaluations
  • Knowledge of federal contracting processes and acquisition regulations (FAR/DFARS)
  • Working knowledge of federal Government property regulations (48 CFR 45)
  • Familiarity with shipping industry terms and INCOterms
  • Experience shipping and globally importing temperature-controlled and hazardous materials
  • Understanding of foreign tax exemptions applicable to procurements and shipments for U.S. government agencies or U.S. government-sponsored programs
  • Proficient in Microsoft Office applications, especially Excel and PowerPoint

Preferred Qualifications

  • Experience in shipping medical, laboratory and/or biological safety, biological security, or biological surveillance uses
  • S. government contract management experience with sub-contractor management
  • Ability to maintain comprehensive metrics and explanation of deviations for reporting
  • Project management experience
  • Knowledge of export compliance
