The Trainer will play an instrumental and critical role on the Culmen Training Team working in conjunction with the Culmen ORR leadership team, quality manager, and other critical program personnel to develop, refine, and execute a national training program.  Candidate will be directly responsible for developing, planning, coordinating, and delivering a core curriculum.  Candidate will provide regularly planned training in each assigned functional ORR functional areas and will ensure high quality training is delivered to our employees performing this critical national mission.  

Roles & Responsibilities

The Office of Refugee Resettlement (ORR), Division of Unaccompanied Children's Operations (DUCO) program provides unaccompanied children (UC) with a safe and appropriate environment until they are transported to appropriate sponsors while their immigration cases proceed. ORR is an office within the Administration for Children and Families (ACF), which is a division of the Department of Health & Human Services (HHS). The ORR has identified a critical need for transportation services at a national level to transport UC in ORR facilities located throughout the United States.

  • Directly contributes to the overall success of the national training program.
  • Executes training via a hybrid training delivery model integrating virtual training, in-person classroom instruction, and on-the-job mentoring to provide the best holistic training delivery for all Culmen employees and subcontractors.
  • Assists in the development of a Train-the-Trainer program for site supervisor, on-site supervisor, and other key personnel to instill and create consistency of operations across the national program creating mentors who continuously reinforce training throughout operations.
  • Builds and maintains a working relationship with Culmen leadership, quality manager, and ORR Subject Matter Experts (SMEs) to develop, review, and edit training materials, facilitating the timely accomplishment of key deliverables.
  • Supports the preparation and development of learning strategies and programs, including the creation and design of instructional material including job aids, videos, and potentially interactive eLearning content.
  • Provides input for quarterly training reports outlining completed training, number of training hours, completion status reports, etc.
  • Practices continuous process improvement in order to exceed federal client expectations.
  • Able to work efficiently in a team setting or independently, as required.

Basic Qualifications

  • 5-7 years direct experience developing, planning, and/or executing a training program
  • Ability to formulate learning and training objectives
  • Monitors and evaluates the effectiveness of training and assesses training needs
  • Communicates clearly and effectively to a diverse workforce
  • Organized and proficient with computer and presentation skills
  • Bachelor’s Degree
  • Bilingual in Spanish and English
  • Ability to pass a criminal background check
  • HSPD-12 PIV Credential Tier 1
  • National Agency Check and Inquiries—NACI Clearance
  • Ability to pass a drug test; will be subject to random drug testing throughout employment

Preferred Qualifications

  • Experience providing training to large groups of participants
  • Recent experience providing training development and delivery to an ORR/HHS program
  • In-depth knowledge with initiating a training program from inception to execution
  • Possess recent industry experience with instructional system design methodology
  • 2 years of ‘train-the-trainer” experience
