Culmen is seeking a full-time Acquisition and Logistics Operations Director who will oversee fulfillment of procurements, U.S. export control regulations, international transportation, and government property management in the U.S. as well as foreign countries on behalf of the U.S. government for multiple security assistance contracts. The candidate must have recent experience administering a U.S. government contract, demonstrate strong written and oral communication skills, and be self-motivated to manage requirements and issues in an expedited operational environment across international time zones. The desired candidate will also be responsible for leadership and day-to-day management and supervision of the performance and implementation of a suite of contracts and to lead growth across existing and new customer sets. The successful candidate will have a strong collaborative style working across various divisions, corporate support offices, and with diverse customers. The candidate will be responsible for the growth of the division into related functional areas, into new markets, and leverage their own experience and that of their teams to offer innovative solutions to Culmen’s customers.

Roles & Responsibilities

  • Supervise and support procurement and shipping leads to ensure compliance with contract requirements, adherence to standard operating procedures, and accomplishment of key performance metrics
  • Manage relationships with key U.S. and international suppliers and identify new sources
  • Review and process Government property dispositions and database updates
  • Prepare and submit recurring reports to contract program offices
  • Create and review programmatic documents, including briefing slides, reports, deliverables
  • Oversee project schedule and make adjustments to resources as necessary
  • Develop annual revenue and profit forecasts for company portfolio and manage to that budget
  • Provide subcontractor oversight and contract administration
  • Identify new/replacement resources as needed across multi-disciplinary, multi-functional areas
  • Serve as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy
  • Develop and review contract deliverables
  • Perform quality control on the project throughout development to maintain the standards expected
  • Lead multiple teams and ongoing projects simultaneously while managing budget execution and progress against project milestones throughout the fiscal year
  • Apply process improvement strategies to develop, implement, and manage internal processes and data systems to ensure efficiency, innovation, and quality

Basic Qualifications

  • 10+ years of directly related work experience.
  • Bachelor's degree 
  • Understanding of purchase orders/procurement contracts, and technical evaluations
  • Knowledge of federal contracting processes and acquisition regulations (FAR/DFARS)
  • Working knowledge of federal Government property regulations (48 CFR 45)
  • Familiarity with shipping industry terms and INCOterms
  • Experience shipping and globally importing temperature-controlled and hazardous materials
  • Understanding of foreign tax exemptions applicable to procurements and shipments for U.S. government agencies or U.S. government-sponsored programs
  • Strong interpersonal skills and experience in mentoring staff and working with senior-level government and industry leaders
  • Proficient in Microsoft Office applications, especially Excel and PowerPoint

Preferred Qualifications

  • Master’s degree
  • Experience in shipping medical, laboratory and/or biological safety, biological security, or biological surveillance uses
  • Government contract management experience with sub-contractor management
  • Ability to maintain comprehensive metrics and explanation of deviations for reporting
  • Experience managing global contract/portfolios
  • Knowledge of export compliance
