Culmen is seeking a Nonproliferation Program International Outreach Specialist that will promote a Nuclear Smuggling Prevention program with overseas partners, with the goal of signing new agreements with new partners and new mission engagements. This is a hybrid role.

Roles & Responsibilities

  • Prepare and edit documents, presentations, and trip/after action reports; and requests for information related to new outreach and engagements.
  • Support the Outreach Lead’s tracking of event planning (Interpol, SBPDs, outreach workshops) and negotiations of new bilateral agreements (such as Terms of Reference), which may include coordination with country teams and implementation functional teams.
  • Recommend and implement improvements to the interoffice and interagency engagements for both outreach, implementation, and sustainability; especially in areas which these may overlap.
  • Organize and maintain historical records of outreach strategic messaging, priorities, and responses to NSDD and GMS management. This will include building a thorough understanding of historical messaging (especially at the policy/strategic level) in order to provide assistance as appropriate, as well as the new NSDD strategic approaches as they continue to develop.
  • Attend, and organize as requested, outreach, implementation, and sustainability meetings to remain informed about program priorities, policies, and staffing. This will occasionally involve: preparing meeting materials and recording minutes, reserving meeting spaces, greeting and escorting official visitors, or presenting on behalf of or to outreach, implementation, and sustainability management/functional leads.
  • Travel in support of NSDD management and the program’s Outreach Lead, or implementation functional teams; which may include arranging pre-trip briefings and assembling trip books, taking notes, and setting up schedules/agendas with outside agencies/organizations.

Basic Qualifications

  • Active DOE Q clearance
  • Bachelor's Degree or higher
  • Individual should be based in the DC-area to enable frequent and direct interface with Federal program managers
  • Up to 40% travel internationally

Preferred Qualifications

  • Having an education in Homeland Security and Terrorism, International Studies, Law (Enforcement or Judicial), or Intelligence Studies (Bachelors is sufficient).
  • Direct operational knowledge/expertise in law enforcement or some other security service, at the federal, state, or local level; to include security screening, RN detection, and interdiction/contraband detection equipment.
  • Previous experience collaborating with others on interdisciplinary projects or events across or outside their organization is ideal.
