Culmen International LLC is seeking to hire a Senior Advisor on Strategic Communication for a future opportunity supporting a Department of State contract onsite in Sofia, Bulgaria.

 

As a Senior Advisor on Strategic Communications, you will play a vital role in supporting a United States government capacity-building program, collaborating with partner nations to develop and implement effective strategic communications efforts. Your responsibilities will encompass strategic planning, messaging, and capacity-building initiatives to enhance communication capabilities.

 

This role requires a seasoned professional with a deep understanding of strategic communications, cultural nuances, and the ability to empower partner nations in effectively conveying their messages. The Senior Advisor will contribute significantly to strengthening communication capacities and fostering positive engagement with diverse audiences.

 

Roles & Responsibilities

May include advising the Partner Nation to:

  • Strategic Planning - Develop comprehensive strategic communication plans aligned with the objectives of the capacity-building program and tailored to the needs of partner nations.
  • Message Development - Craft clear and impactful messages that resonate with target audiences, conveying program goals, values, and key information.
  • Capacity Building - Work closely with partner nations to enhance their communication capabilities through training programs, workshops, and knowledge transfer initiatives.
  • Media Relations - Establish and maintain positive relationships with media outlets, facilitating effective dissemination of information and managing public perception.
  • Crisis Communication - Develop and implement crisis communication plans, providing guidance to partner nations on managing and mitigating communication challenges during emergencies.
  • Collaboration - Collaborate with cross-functional teams, government agencies, and international partners to ensure cohesive and consistent communication strategies.
  • Monitoring and Evaluation - Implement metrics to monitor the impact of communication efforts, providing regular reports and adjusting strategies as needed.
  • Cultural Sensitivity - Demonstrate cultural sensitivity in communication strategies, recognizing and addressing diverse perspectives and sensitivities in partner nations.

 

Basic Qualifications

  • US Citizen
  • Active Secret clearance
  • Master degree in Strategic Communications or similar field 
  • 10 years experience in Strategic Communications
  • O-5/GS-14 and above or industry equivalent
  • Experience advising senior leaders in overseas positions
  • Experience in Black Seas region

Preferred Qualifications

  • Advanced degree in communications, public relations, international relations, or a related field.
  • Proven experience in developing and implementing strategic communication plans, preferably in an international context or with government programs.
  • Strong strategic thinking, excellent written and verbal communication skills, and the ability to navigate complex cultural and political landscapes.
