Culmen International LLC is seeking to hire a Senior Advisor for Defense Force Transformation for a future opportunity supporting a Department of State contract onsite in Georgetown, Guyana.

We are seeking a highly experienced Senior Advisor to spearhead defense force transformation initiatives and establish robust security sector governance programs. In this role, you will provide strategic counsel to partner nations, offering expert guidance on defense force transformation, identifying challenges, and addressing existing gaps in capabilities.

May include advising Partner Nation to:

• Lead the design and implementation of defense force transformation programs, focusing on modernization, efficiency, and strategic alignment
• Collaborate with partner nations to assess their defense capabilities, identifying transformation opportunities, challenges, and areas for improvement
• Develop security sector governance programs, providing guidance on policy development, organizational restructuring, and resource optimization
• Conduct comprehensive analyses of defense force structures, planning processes, and logistics to recommend enhancements and ensure alignment with national security objectives
• Establish strong relationships with key stakeholders, including government officials, military leaders, and international partners, fostering collaboration and information exchange
• Provide training to local teams, building capacity and expertise in defense force transformation strategies
• Stay abreast of global defense trends, contributing to the development of innovative solutions and best practices in defense sector governance

• US Citizen
• Active Secret clearance
• Master degree in Defense Transformation or similar field 
• 10 years experience in Defense Transformation and strategic planning
• O-5/GS-14 and above
• Experience advising senior leaders in overseas positions
• Experience in South/Central American region

• Extensive experience in defense strategy, force transformation, and security sector governance.
• In-depth knowledge of international defense policies, geopolitics, and emerging security challenges.
• Proven track record of successfully advising and implementing defense force transformation initiatives.
• Strong analytical and problem-solving skills, with the ability to navigate complex defense landscapes.
• Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
• Advanced degree in international relations, security studies, or a related field.
