Culmen International LLC is seeking to hire a Senior Advisor in Cyber Security and Defense Policy for a future opportunity supporting a Department of State contract onsite in Podgorica, Montenegro.

 

We are seeking a highly skilled and experienced individual to serve as a Senior Advisor in Cyber Security and Defense Policy. In this role, you will play a crucial part in supporting the United States government's capacity-building efforts through a security sector governance and security cooperation program. Your primary focus will be advising partner nations on cyber security and defense policy matters, addressing existing challenges and identifying strategic gaps.

 

Roles & Responsibilities

May include advising the Partner Nation to:

  • Provide expert guidance to partner nations on the development and implementation of robust cyber security policies and defense strategies.
  • Collaborate with U.S. government agencies to align security sector governance programs with national and international cyber security priorities.
  • Conduct thorough assessments of partner nations' cyber capabilities, identifying strengths, weaknesses, and areas for improvement.
  • Design and deliver tailored capacity-building programs to enhance the cyber security capabilities of partner nations' defense forces and related institutions.
  • Foster strong relationships with key stakeholders, including government officials, military leaders, and international partners, to ensure effective collaboration.
  • Advise on legal and regulatory frameworks related to cyber security, ensuring compliance with international standards.
  • Monitor and analyze cyber threats, providing timely recommendations for proactive defense measures and policy adjustments.
  • Participate in high-level discussions and negotiations on cyber security and defense policy issues with partner nations.
  • Contribute to the development of U.S. government policies related to international cyber security cooperation.
  • Regularly report on the progress of security sector governance programs, highlighting successes and addressing challenges.

Basic Qualifications

  • US Citizen
  • Active Secret clearance
  • Masters degree in cybersecurity and defense policy or similar fields 
  • 10 years’ experience in defense policy
  • 5 years’ experience in implementing cybersecurity policy and programs
  • O-5/GS-14 and above or industry equivalent
  • Experience advising senior leaders in overseas positions
  • Experience in the Balkan region

Preferred Qualifications

  • Extensive experience in cyber security and defense policy, preferably with a focus on international collaboration.
  • In-depth knowledge of U.S. and international cyber security laws, regulations, and standards.
  • Proven ability to navigate diplomatic and political landscapes while building strong partnerships.
  • Strong analytical and problem-solving skills, with attention to detail.
  • Excellent communication and interpersonal skills, capable of conveying complex technical concepts to diverse audiences.
  • Advanced degree in cyber security, international relations, or a related field.
  • Relevant certifications such as CISSP or equivalent are desirable.
