Culmen International LLC is seeking to hire a Senior Cybersecurity Advisor for a future opportunity supporting a Department of State contract onsite in Panama City, Panama.

 

The Senior Advisor will support USG capacity building Security Sector Governance/Security Cooperation program with advising Partner Nation on cybersecurity policy issues and gaps, and shall provide expert guidance and the advice and technical assistance needed to develop, implement, and sustain cyber reforms, policies, and processes.

Roles & Responsibilities

 

May include advising the Partner Nation to:

  • Develop and execute a comprehensive cybersecurity strategy aligned with international standards for safeguarding critical national infrastructure
  • Conduct continuous risk assessments to identify vulnerabilities and implement robust mitigation measures
  • Collaborate with government agencies, private sector partners, and international organizations to enhance cyber threat intelligence sharing
  • Lead incident response efforts in coordination with relevant national security entities.
  • Establish and enforce cybersecurity policies, standards, and procedures to ensure the resilience of critical infrastructure
  • Conduct regular security audits and penetration testing to assess and fortify the nation's cyber defenses
  • Provide expert guidance on emerging threats, technologies, and global cybersecurity trends to government stakeholders
  • Oversee the implementation of advanced security technologies and ensure their integration into critical systems
  • Develop and deliver training programs to enhance cybersecurity awareness and skills of relevant personnel

Basic Qualifications

  • US Citizen
  • Secret clearance
  • Master’s degree in cybersecurity policy or similar fields 
  • 5 years’ experience in implementing cybersecurity policy and programs
  • O-5/GS-14 and above or industry equivalent
  • Experience advising senior leaders in overseas positions
  • Experience in Central/South American region

Preferred Qualifications

  • Spanish language (3/3)
  • Advanced degree in Cybersecurity, Information Assurance, or a related field
  • Extensive experience in senior cybersecurity roles with a focus on critical infrastructure protection
  • In-depth knowledge of international cybersecurity frameworks, standards, and best practices
  • Proven expertise in leading and managing cybersecurity programs at a national level
  • Strong understanding of global cyber threat landscapes and geopolitical influences on cybersecurity
  • Excellent communication and negotiation skills to collaborate effectively with diverse stakeholders
  • Relevant certifications such as CISSP, CISM, or equivalent
  • Ability to navigate complex regulatory environments and balance security requirements with operational needs
