Culmen International LLC is seeking to hire a Senior Advisor on Institutional Reform for a future opportunity supporting a Department of State contract onsite in Kyiv, Ukraine.

 

The Senior Advisor on Institutional Reform plays a crucial role in supporting the United States government's capacity-building initiatives within the Security Sector Governance/Security Cooperation program. This position involves providing expert guidance to Partner Nations on institutional reform issues and identifying gaps in their security structures.

Roles & Responsibilities

May include advising the Partner Nation to:

  • Conduct thorough assessments to identify gaps and weaknesses in partner nations' existing security institutions.
  • Assessment and Analysis - Conduct comprehensive assessments to identify inefficiencies, gaps, and areas for improvement within existing structures
  • Collaborate with local authorities to develop and implement effective policies aimed at enhancing institutional efficiency and effectiveness in the security sector.
  • Change Management - Collaborate with leadership to navigate and manage the change process, ensuring smooth transitions and minimizing disruptions.
  • Policy Development - Formulate and implement policies that support institutional reform, fostering a culture of innovation, accountability, and continuous improvement.
  • Monitoring and Evaluation -  Establish metrics and mechanisms to monitor the progress of institutional reforms, regularly assessing outcomes and adjusting strategies as needed.

  

Basic Qualifications

  • US Citizen
  • Active Secret clearance
  • Masters degree in cybersecurity and defense policy or similar fields 
  • 10 years’ experience in defense policy
  • O-5/GS-14 and above or industry equivalent
  • Experience advising senior leaders in overseas positions
  • Experience in Eastern European region

Preferred Qualifications

  • Ukrainian/Russian (3/3)
