Culmen International is hiring a Program Analyst - Tech Sourcing to provide system engineering and technical assistance services for the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate and their Advanced Computing Branch (ACB).  DHS is committed to using cutting-edge science and technology to make the United States more secure. The DHS S&T Directorate organizes and supports the scientific, engineering, and technological resources and applies these resources to produce and deploy technological tools and knowledge products to help protect the United States.  ACB enables DHS’s mission by researching key technology areas that include Cybersecurity, Artificial Intelligence and Machine Learning, Quantum Computing, and Modeling and Simulation.

 

The ACB Program Analyst supports the government program managers in their execution of programs within the RDT&E process which includes:  assist with defining requirements; provide inputs to program scope, support scheduling and budgeting activities based on an understanding of the program lifecycle; assist in maintaining changes to project baselines; monitor deliverables; assess documents, plans and applications; conduct quality reviews of projects and tasks; support the preparation of presentations and other materials to support program functions; lead and support activities to identify program risks and assist in the development of mitigation plans; drafts correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation; maintain and track action items and participates in meetings; support the development of procurement request; and assist in drafting various documents supporting a procurement.  Primary work location is telework, but there is a possibility that government funded travel to DC may be required to support program functions.

 

Roles & Responsibilities

Roles and responsibilities included but not limited to: 

  • Monitoring, updating, and reporting tasks in a Task Tracker system.
  • Assist with the development and management of technology transition plan documents.
  • Support integrated program control activities to ensure program and project management status information is effectively and efficiently portrayed in a timely manner through program reviews, performance metrics, program compliance, government stakeholder meetings, project presentations, and project status updates.
  • Support the government program leads including developing proposed responses for tasks, coordinating the draft responses with subject matter experts.
  • Support the government with the planning and development of senior level presentations and briefings.
  • Support the government in monitoring and ensuring all, schedule and technical performance measures.
  • Support the logistics for government meetings to include: preparing meeting presentations, organizing an agenda, coordinating with a variety of stakeholders; and taking meeting minutes.
  • Participate in government solution development meetings and compile government feedback.

 

Basic Qualifications

Basic Requirements: 

  • Education and Relevant Experience Requirements are Bachelor’s and 10 years of experience; or Master’s and 5 years of experience.
  • U.S. Citizen
  • Current SECRET U.S. government security clearance
  • DHS Suitability or ability to obtain DHS Suitability (will be required to start work)
  • Tech Scouting Experience
