Roles & Responsibilities

The Regional Program Manager (RPM) shall assist the Department of Defense, Southeast Asia Bio surveillance and Epidemiology Research (SABER) Program Manager and provide supervision of Regional Project Associates. The RPM shall interface successfully with the US Naval Medical Research Unit INDO PACIFIC (NAMRU IP) partners to ensure programmatic progress is made. The candidate should have strong organizational skills, management skills, and problem-solving skills. The candidate should be able to travel within Malaysia and to regional countries to provide support and monitoring across all programs and act as a key liaison to the customer.

  • Assist PM in managing all task orders under SABER program, ensure that projects are on track in terms of cost, schedule, performance, and risks/ issues are managed proactively.
  • Serve as the first on -the-ground point of interaction with partners regarding all operational issues.
  • Lead recruitment efforts in local countries, making sure requirements per local labor laws are met, provide training, orientation, on-boarding new project members.
  • Provide recommendations on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
  • Interface with in-country partners, negotiating subcontracts and ensuring programmatic progress is made, draft subcontract agreements and proceed accordingly with internal contracting department until fully executed.
  • Travel between sites in Southeast Asia for meetings with partners and promote collaboration when required. Travel estimated about 5%. 
  • Monitor QA deliverables, travel approval requests, travel expense reports, trip reports to ensure quality and meeting contractual requirements.
  • Monitoring QA package for research ethical review and responding to ethical questions related to the study.
  • Providing ad-hoc assistance to back up other team members as needed.

Basic Qualifications

  • Based in Kuala Lumpur, Malaysia
  • Bachelor’s degree in a related field with at least three years of related experience; project management experience, supervisory experience preferred.
  • Experience in working on research projects preferred.
  • Excellent written and oral communication skills.
  • Proven ability to effectively manage relationships (e.g., with internal actors, etc.); familiarity with countries in the region preferred; solid organizational skills; ability to be flexible and work well under pressure in a fast-paced multi-task team environment.
  • Ability to travel to countries in the region.
  • Proficiency in written and oral English and Bahasa Malaysia is required. Ability to translate documents from Bahasa Malaysia to English and vice versa is desired.

Preferred Qualifications

  • 3+ years experience with United States government federal conracting.
  • 2+ years experience with United States Department of Defense, medical domain or space. 
  • Masters Degree
