Culmen requires a remote Special Projects Advisor/Project Manager to support the National Nuclear Security Administration (NNSA) Office of Global Material Security (GMS) Front Office in their management and administration of GMS contracts on a full-time basis. 

 

 

Roles & Responsibilities

The mission of the Office of Global Material Security (GMS) is to prevent terrorists from acquiring nuclear or radioactive material that could be used in an attack on the United States, its interests, or allies. GMS works with partners worldwide to secure nuclear and radioactive material and to detect and deter trafficking of this material.

The GMS Special Projects Advisor/ Project Manager will support the GMS Contracting Team on a variety of complex projects to develop recommendations and solutions to those problems. The GMS Special Projects Advisor/ Project Manager should have an interest, background, experience, and/or education in any of the following: international affairs, national security, public policy, law, business, or a related field.

The GMS Special Projects Advisor/Project Manager is expected to work with the client, GMS, to support the global material security contracting efforts described above.  Specific responsibilities include:

  • Facilitate special project meetings, providing clear communication between project stakeholders, team members, and senior management.
  • Evaluate project outcomes, conducting post-project analysis to assess successes, challenges, and lessons learned for future project improvement.
  • Advocate for innovative approaches and solutions, researching and integrating new technologies or methodologies to enhance project outcomes and organizational efficiency.
  • Ensure that projects align with GMS’ strategic goals while managing timelines, budgets, and resources. With a focus on innovation and efficiency, the Special Projects Advisor is tasked with steering projects from conception through to completion.
  • Attend regular and ad hoc coordination meetings with domestic and international entities to include other federal agencies to provide input on project status, performance tracking, and policy or technical issues.
  • Support the development of programmatic policy and technical analysis on global material security issues and topics.
  • Research complex problems, develop recommendations, and deliver briefings and reports to senior management on global material security issues and topics

Basic Qualifications

  • Ability to work well both independently and as part of a team
  • Excellent organizational and task management skills
  • Ability to synthesize information and write concise summaries and reports
  • Outstanding oral communication and presentation development skills
  • Willingness to take initiative, accept ownership of job responsibilities, and make appropriate decisions
  • Ability to work well under pressure, prioritize, and respond effectively to short deadlines
  • Experience in supporting and interfacing with customers
  • Experience evaluating complex projects and organizing project documents
  • Ability to operate efficiently in Excel, Word, PowerPoint, Outlook, MS Teams, and database systems
  • Law Degree or Master’s Degree in international affairs, national security, business, public policy, or related field, and
  • Ability to quickly learn the customer's business operations and maintain a current understanding of ongoing and planned changes or impacts to the business operations

Preferred Qualifications

  • Knowledge of Export Control Regulations & logistics concerns
  • Knowledge of crisis response planning for deployments of R/N detection systems
  • Knowledge of the SBIR Program and its phases
  • Knowledge of and experience preparing financial responsibility determinations
