Culmen International, LLC is hiring a Project Manager I to support our National Nuclear Security Administration (NNSA), Office of Global Material Security, Office of International Nuclear Security (INS) contract based in Washington, DC. This is a hybrid role.

 

Roles & Responsibilities

The National Nuclear Security Administration (NNSA), Office of Global Material Security, Office of International Nuclear Security (INS) requires a Washington, DC based project manager to support the management and implementation of international nuclear security projects on a full-time basis.  INS advances U.S. international efforts to prevent theft and sabotage of nuclear materials and facilities worldwide by partnering with countries and international organizations to secure weapons-usable nuclear materials, nuclear power plants and fuel cycle facilities, research reactors, and materials in transit. INS engages with more than 50 partner nations around the world through assessments, technical exchanges, trainings, facility upgrades, regulatory development, and other assistance to strengthen the most critical components of their nuclear security architecture. INS also helps partners adapt and implement security solutions to address emerging technologies such as unmanned aerial systems (UAS), advanced nuclear reactors, artificial intelligence (AI), robotics, and 5G communication networks. 

 

The project manager will support INS federal staff with the oversight of international projects and portfolios as assigned. The project manager should have a background and experience in international affairs, national security, public policy, communications, or a related field.

The project manager is expected to work with the client, INS, to support the international nuclear security efforts described above.  Specific responsibilities include:

  • Support the development and maintenance of project work plans; portfolio or country engagement strategies; as well as remain aware of project milestones, funding requirements, and challenges to implementation. 
  • Attend regular and ad hoc coordination meetings to provide input on project status, performance tracking, and policy or technical issues.
  • Support the development of programmatic policy and technical analysis on international nuclear security issues and topics.
  • Develop and deliver briefings and reports on international nuclear security issues and topics associated with INS programmatic efforts.
  • Respond to quick turn requests for information related to projects within assigned portfolio.
  • Attend internal, NNSA, and interagency meetings on international nuclear security.
  • Participate in meetings and collaboration activities with domestic and international organizations and associations on international nuclear security.
  • Support and interact with other INS program staff, DOE national laboratories, other federal agencies, and different offices within DOE to participate in project specific calls and interagency meetings.

 

Basic Qualifications

  • US Citizenship
  • A DOE Q, or the ability to acquire Q clearance
  • Master’s Degree in international affairs, national security, public policy, communications, or related field
  • Ability to work well both independently and as part of a team
  • Excellent organizational, event, and task management skills
  • Ability to synthesize information and write concise summaries and reports
  • Outstanding oral communication and presentation development skills
  • Willingness to take initiative, accept ownership of job responsibilities, and make appropriate decisions
  • Ability to work well under pressure, prioritize, and respond effectively to short deadlines
  • Experience in supporting and interfacing with customers
  • Experience evaluating complex projects and organizing project documents
  • Ability to operate efficiently in Excel, Word, PowerPoint, Outlook, MS Teams, and database systems
  • Ability to quickly learn the customer's business operations and maintain a current understanding of ongoing and planned changes or impacts to the business operations.
