Culmen International LLC is seeking to hire a Senior Advisor - Military Modernization for a future opportunity supporting a Department of State contract onsite in Lima, Peru.

 

The Senior Advisor will support the Peruvian Army (PERAR) with modernization. The Senior Advisor will work with PERAR to develop and implement a long-term, strategic military modernization plan that enables a cross-service, comprehensive approach to identifying and addressing emerging threats.

 

Roles & Responsibilities

  • Shall support PERAR to ensure its modernization framework aligns strategically with MoD’s (to develop an inclusive, collaborative, whole-of-government process and military modernization framework to identify emerging threats and determine how to best resource the necessary actions to address those threats).
  • May advise PERAR on refining its transformation and modernization plan to align accordingly with the MoD’s.
  • May assist PERAR with integrating into MoD’s coordination efforts and enshrining into policy a modernization and transformation process that includes coordination with MoD, the other armed services, and civil authorities.
  • Shall develop strong professional relationships with key stakeholders in the PERAR Planning Directorate and then act as a trusted advisor to them.
  • Shall establish a working relationship with main counterpart(s) in the PERAR and participate as an advisor in any related new working groups and/or initiatives already underway which contribute to the overall objective(s).
  • Shall integrate into the U.S. Embassy political and security cooperation structure in order to share information, expand connections, and bolster relevant projects underway. The Senior Advisors shall aim to coordinate regularly with the U.S. Embassy Political Section. The Senior Advisors shall also brief the U.S. Embassy Political Section, MAAG, and the Defense Attaché Office monthly, at a minimum, and as requested by embassy representatives.
  • In close cooperation with senior Peruvian officials, shall identify existing gaps in military modernization, identifying and addressing emerging threats, and cross-service collaboration. Consultations shall occur with officials from across the Peruvian government where relevant.
  • Shall share expertise and recommendations with the Peruvian defense sector as relevant on how to prepare for required reforms and to establish and manage military modernization. This may include providing recommendations to the government on any legislation, policy or procedures, doctrine, or training that may be needed to successfully develop whole-of-government processes and strategic plans to modernize the military.
  • Shall assist the PERAR in promoting effective, responsible, and accountable employment of force by developing standard operating procedures for integrating domestic and international legal considerations into operational decision-making.
  • Where other barriers to institutional change with regards to strategic planning exist, the Senior Advisors shall work to identify those barriers, make recommendations to the PERAR to overcome them, and, where possible, work to address them in support of the desired end state.

Basic Qualifications

  • U.S. citizen.
  • Secret Clearance
  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
  • Master’s degree in National Security Policy/Affairs, International Affairs, Security Studies, Organizational Development, Organizational Management, Public Administration, Political Science, Public Policy or a similar field AND at least six (6) years of U.S. military and/or U.S. civilian professional experience with defense sector or military modernization and/or transformation.

OR

  • Bachelor’s degree in National Security Policy/Affairs, International Affairs, Security Studies, Organizational Development, Organizational Management, Public Administration, Political Science, Public Policy and at least ten (10) years of U.S. military and/or civilian professional experience working in the defense sector or military modernization and/or transformation.
  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
  • Experience working with senior officials in a foreign government and/or foreign military.
  • Experience at the military service level or higher in identifying emerging threats and determining approaches and resources necessary for addressing those threats.
  • Experience in developing, managing, or implementing military modernization frameworks, initiatives, and/or projects.
  • Experience working on civil-military interagency coordination at the military service level or a higher level.
  • Knowledge about democratic governance of the security sector and about ways to operationalize the principles of effective security sector governance.

Preferred Qualifications

  • Experience in the U.S. Army.
  • Proficiency in speaking/reading/writing in the Spanish language. (Proficiency must be demonstrated by a Foreign Service Institute (FSI) score of 3 or higher, a Defense Language Proficiency Test (DLPT) score of 3/3/3 or higher, or a Common European Framework of Reference for Languages (CEFR) score of C1 or higher.)
  • Experience advising senior officials in a foreign government and/or foreign military on defense policy, strategy, or institutional reform.
  • Experience in joint, interagency, intergovernmental, and multinational planning and coordination. Experience with institutional modernization and transformation exercises, including development, evaluation, and integrating the lessons learned into strategic plans.
  •  Knowledge about emerging threats in South America.
