Culmen International is hiring Procurement Specialists  to provide support an upcoming Health and Human Services Office of Refugee Resettlment (ORR) mission. The Procurement Specialists will purchase equipment, materials, and services the company needs to operate. 

Roles & Responsibilities

  • Analyze customer requirements and conduct analysis of alternatives based on cost, availability, and conformity.
  • Negotiate with vendors for the best possible price, delivery, and terms.
  • Maintain current and accurate data in accounting and inventory systems.
  • Coordinate with finance team to ensure compliance with contract terms.
  • Prepare cost estimates for customer and management review.
  • Research and identify prospective suppliers.
  • Prepare and issue purchase orders and agreements.
  • Monitor supplier performance and resolve issues and concerns.
  • Inspect and evaluate the quality of purchased items and resolve shortcomings.
  • Analyze invoices to ensure accuracy and timely delivery of goods.
  • Help establish and maintain a purchasing budget.

Basic Qualifications

  • Bachelor degree in Business Administration or related field with (3) three years work experience as a Procurement Specialist or similar role

OR

  • Associate degree with (5) five years work experience as a Procurement Specialist or similar role
  • Understanding of purchase orders, procurement contracts, and technical evaluations.
  • Knowledge of federal contracting processes  and acquisition regulations.
  • Familiarity with tax exemptions applicable to procurement for U.S. government-sponsored programs.
  • Organizational skills with exceptional attention to detail while handling multiple assignments.
  • Must be at least 21 years of age at the time of hire.
  • Ability to successfully clear a background check.
  • Ability to successfully clear a drug screening.
  • Must be authorized to work in the U.S. for any employer.

Preferred Qualifications

  • Proficiency in English and Spanish (verbal and written) 
  • Previous ORR/HHS work experience
