Culmen International LLC seeks to employ a Senior Cybersecurity Advisor for supporting our Department of State contract on location in Sofia, Bulgaria.

What You’ll Do in Your New Role

 

The Senior Cybersecurity Advisor will offer expert guidance to the Partner Nation's Cyber Directorate in drafting and implementing a roadmap for operationalizing and sustaining a modern, capable Cyber Defense Center. This complements the training and equipping of the Cyber Defense Center. Additionally, the Senior Advisor will provide cyber policy recommendations to both civilian and military leaders, including the Minister, Deputy Minister, and Chief of Defense.

 

  • Developing and implementing a plan for the Cyber Defense Center to achieve full operational capacity.
  • Reviewing and aiding in the implementation of standard operating procedures within the MOD's Cyber Defense Center and other relevant government ministries.
  • Assessing and recommending changes to the organizational roles and responsibilities among various Cyber stakeholders within the MOD.
  • Assisting the Cyber Defense Center and its Commander in developing fundamental cybersecurity skills, providing a work role development plan for each Cyberspace Functional Work Role to cultivate the necessary knowledge, skills, and abilities for cyberspace security proficiency.
  • Identifying system requirements (hardware/software) to phase out legacy operating systems (e.g., Windows Vista, XP, 7);
  • Developing and enforcing regular patch and hardware refresh schedules to ensure networks are and remain resistant to vulnerabilities.

The Senior Advisor will serve as a trusted advisor to the Cyber Defense Center, offering technical assistance to ensure the center can identify and mitigate vulnerabilities, has clear protocols defining actions and responsibilities, and effectively supports the National Cybersecurity Strategy. The Senior Advisor will also aid in reviewing and updating key strategy and governance documents, ultimately ensuring that officials are well-equipped and empowered.

 

Required Qualifications

  • U.S. citizenship 
  • ACTIVE Secret clearance.
  • Minimum military rank of O-5 or its civilian equivalent (FS-02/GS-14).
  • Master's degree in Cybersecurity, Global Technology and Development, Information Systems Security, Digital Forensics, or a related field, plus at least six years of experience in the relevant specialized disciplines.

OR

  • Alternatively, a Bachelor's degree with a minimum of ten years of relevant experience is acceptable.

AND

  • A Minimum of two (2) years developing cybersecurity strategies, policies, or procedures;
  • One (1) year managing initiatives to mitigate risks and strengthen cyber defenses
  • One (1)year leading cybersecurity capacity building projects on a bilateral or multilateral level
  • One (1) year advising foreign military or government at operational or strategic levels.
  • One (1) year of international experience and be familiar with the various roles within a Cyber Defense Center, with the ability to communicate cybersecurity policies and technical information to diverse stakeholders.

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $136,000 - $170,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
