About the Role

Culmen International is looking to hire an experienced Transportation Director in Houston, TX to support the Office of Refugee Resettlement (ORR), Division of Unaccompanied Children's Operations (DUCO) program.

 

The Office of Refugee Resettlement (ORR), Division of Unaccompanied Children's Operations (DUCO) program provides unaccompanied children (UC) with a safe and appropriate environment until they are transported to appropriate sponsors while their immigration cases proceed. ORR is an office within the Administration for Children and Families (ACF), which is a division of the Department of Health & Human Services (HHS). The ORR has identified a critical need for transportation services at a national level to transport UC in ORR facilities located throughout the United States.

 

The Transportation Director will effectively manage the timely and efficient transportation arrangements for the Influx Care Facilities (ICF) and ORR licensed care provider facilities (referred to throughout as ORR facilities) on a 24/7/365 basis. The Lead Director is responsible for managing/overseeing the transportation, including but not limited to flights, trains, vans/bus charters, ships, and car rentals for the UC and a qualified escort, if applicable, to transport the child. The place of performance will be throughout the United States of America as well as its territories.

 

 

 

What You’ll Do in Your New Role

The Project Director will oversee the management of a national transportation contractor to provide transport for:

1) UCs at discharge and/or in need of transfer within the ORR network; and

2) scalable transportation for large-scale movement in the event of an emergency, surges in the UC population, or other ad hoc needs.

 

  • Oversee timely ground, air, or water transportation services including booking and transportation operations. Transport UCs from an ORR facility to the sponsor and/or between ORR facilities, and facilitate the transfer of UC custody between federal and non-federal agencies. During mass movements, coordinate with a travel agency to ensure timely travel needs are met.
  • Oversee all aspects of the project, coordinate resources, assure quality control processes are in place, and ensure conformance with task schedules.
  • Serves as a senior customer interface for all aspects of the program.
  • Meet with the Government monthly and Contractor personnel on a regular basis to review tasks, deliverables, and overall contract performance.
  • Keep the Contracting Officer and COR informed of any performance issues, cost or financial concerns, and potential problems that, if unresolved, will adversely affect the Contractor’s performance, schedule, or quality.
  • Take all appropriate measures to mitigate adverse impact to the contractor and client.
  • Support and provide recommendations for acquiring all of the necessary personnel, materials, and services required to perform the work under this contract.
  • Positively influences, mentors, and collaboratively works with senior managers and personnel at all levels to determine and adjust schedules as necessary.
  • Ensures the review of records, logs, and maintain reports for all project expendable and non-expendable supplies.
  • Reviews employee training status and certifications, if applicable, to stay current and meet all contractual requirements
  • Ensure the safety and well-being of all unaccompanied children at all times.
  • Other duties as necessary.

Required Qualifications

  • Master’s Degree in Transportation Planning plus five (5) years of progressive project management experience on projects   demonstrating   advanced   levels   of   financial   and   managerial   responsibilities.
  • Significant experience in local, regional, or state transportation planning and policy, urban planning, intergovernmental agency outreach and or closely related planning program area in a management capacity.
  • Ability to pass a criminal background check.
  • Ability to pass a Child Abuse and Neglect (CAN) or child protective services check.

Desired Qualifications

  • Experience working directly with the Office of Refugee Resettlement (ORR) or within a contractual requirement in a management capacity.
  • Experience working in or with an ICF or Emergency Intake Shelter (EIS) in a management capacity.
  • Demonstrated familiarity with the refugee resettlement process and ORR policies.
  • Proficient, Bilingual English and Spanish.
  • Experience working with children ensuring the health and welfare of minors.
