About the Role

 

Culmen International is hiring a Radiation Portal Monitor Program (RPMP) Senior Technical Manager/Project Manager (STM/PM) to provide design engineering, equipment, and network installation support for the Department of Homeland Security (DHS).

 

Position Outlook: 70% of the position will be dedicated to design engineering and remote field support during construction and commissioning, and 30% will be dedicated to back-office project management.


The RPMP STM will provide technical expertise to the DHS Office of Countering Weapons of Mass Destruction’s (CWMD) Radiation Portal Monitor Program (RPMP), including support for surveys of prospective sites, oversight of engineering design development in compliance with design and system standards, interpretation of designs during construction and equipment installation, management of systems/programming testing and troubleshooting, and commissioning with acceptance by the U.S. government client.


The RPMP PM requirements include project management support administering approx. 10 contracts valued less than $5M each, invoicing and expense reporting, program budgets and forecasting, and pricing estimates in response to task order requests for proposals.


The preferred candidate will be local to the Washington, DC metro area/DC/MD/VA. Occasional travel (15-20%) to project sites in the domestic U.S. (TX, CA, WA, MI, SC, VA, FL, MS, NJ, and NY) may be required.

What You’ll Do in Your New Role

  • Leads joint team in supporting design solutions (drawings and specifications); developing and managing site survey requirements; and reviewing design submittals while aligning information to comply with the RPMP Design Basis Standards
  • Supports design-related RFIs and stakeholder review responses for input into engineering phased designs
  • Support creation/enhancements of design project deliverables as required
  • Transition knowledge from the engineering team to construction team
  • Participate and provide subject matter expertise (SME) support in all phases of RPM design engineering and field system integration in accordance with designs to include support of redline drafting
  • Occasional travel to support field deployments of system integration of gate arms, traffic lights, Intercoms, cameras, etc. in addition to supporting related testing and acceptance activities
  • Perform quality oversight on the project deployment throughout construction against design standards, drawing specifications, stakeholder requirements and OEM installation requirements
  • Develop and manage document and reporting requirements supporting onsite compliance inspections, contract deliverables, daily/weekly program actions/events, including commissioning and testing packages
  • Cross-functionally support the team as a point of contact for technical guidance when multiple units are assigned to the same project to ensure team actions remain in synergy and identify resources across multi-disciplinary, multi-functional areas
  • Back-office project management support to include contract administration of less than 10 contracts valued less than $5M each, invoicing and expense reporting, program budgets and forecasting, and pricing estimates in response to task order requests for proposals
  • Other tasks as required

Required Qualifications

  • U.S. Citizenship
  • Bachelor of Science (BS) degree in Electrical Engineering, Network Systems Engineering, Computer Science, or a related engineering or technology field with 15 or more years of experience
  • Participation and experience in design engineering reviews (SDR, PDR, CDR, FDR)
  • Experience managing, leading and/or coordinating cross-functional, multi-disciplinary teams such as teams of designers, electrical engineers, IT systems engineers, and/or equipment acceptance testing specialists
  • Experience mentoring and developing staff with conflict management and supervisory skills
  • Experience working with U.S. government customers and knowledgeable in the FAR

Desired Qualifications

  • Experience with design tools (AutoCAD, Visio, Bluebeam), MS Office, particularly Excel, Word, PowerPoint
  • Demonstrated ability to work with multiple engineering fields to identify technical product characteristics to develop requirement specifications for designs
  • Recent experience with programming Programmable Logics Controllers (PLC)
  • Experience working with U.S. Customs and Border Protection preferred
