Culmen International is looking for a Maritime Maintenance and Logistics Advisor to support a Navy program. This position does require the Advisor to live in Tanzania.
The Advisor will participate in activities to build the capacity of the Tanzania People’s Defense Force
(TPDF) Navy, Tanzania Maritime Police, Tanzania Drug Control and Enforcement Authority
(DCEA), Tanzania National Police, and Tanzania Customs and Port Authority to conduct maritime and border security operations.
This program will provide counter illicit trafficking training. The program objective is to enhance the capability of the Tanzanian Naval Command and supporting agencies to conduct coordinated maritime security operations to counter illicit trafficking activity in Tanzania’s territorial waters and ports.
Collaborate and support the TPDF Navy and its supporting agencies, including the Tanzania Maritime Police, Tanzania DCEA, Tanzania National Police, and Tanzania Customs and Port Authority, to enhance maritime interdiction capabilities through a comprehensive partnership focused on:
• Develop Indigenous Expertise: Foster self-reliance through embedded mentorship,
advisory support, and specialized training programs. This will equip Tanzanian forces with
the skills and knowledge required for successful maritime interdiction operations, vessel
maintenance, and logistics management.
• Strengthen Operational Readiness: Enhance the TPDF Navy's ability to maintain and
repair its fleet, including SAFE Boats Multi-Mission Interceptors (MMI), Indian Ocean
Offshore Patrol Vessels (OPVs), Rigid-Hulled Inflatable Boats (RHIBs), Mercury and
Yamaha Motors, Damen Patrol Crafts, trailers, and prime movers. On-site training and
technical guidance will be provided to Tanzanian naval maintenance personnel in Dar es
Salaam and Tanga, Tanzania.
• Build a Sustainable Logistics System: Develop a resilient and efficient logistics network
within the TPDF Navy, ensuring timely access to spare parts, equipment, and resources for both vessels and onshore infrastructure and Maritime Domain Awareness (MDA) systems.
• Embedded Mentorship and Training: Deploy a MMLA to work directly alongside the
TPDF Navy, providing on-site training, technical expertise, and mentorship. This will
include basic seamanship training and specialized instruction on maritime logistics and
maintenance best practices.
• Interagency Collaboration: The MMLA will coordinate closely with key stakeholders,
including the U.S. Department of State (DoS), U.S. Africa Command (USAFRICOM),
relevant U.S. Government (USG) security assistance organizations, and international
organizations such as the United Nations Office on Drugs and Crime (UNODC). This
collaborative approach ensures a unified effort in supporting Tanzania's maritime security
goals.
• Continuous Communication and Coordination: Maintain regular communication and
participate in scheduled meetings with the TPDF Navy, Office of Security Cooperation
(OSC), DoS and USAFRICOM. This ensures transparency, facilitates information sharing,
and promotes effective program implementation.
• 10+ years’ experience in surface maritime domain with the US Navy, US Merchant
Marine, and/or US Coast Guard.
• 5+ years’ hands-on experience in operations and maintenance of SAFEBOAT
watercraft or similar watercraft such as patrol and other mono-hull watercraft.
• 5+ years’ experience in Maritime Supply and Logistics.
• 3+ years’ working in foreign country, or named combat operation overseas
• 2+ years’ experience developing and delivering maintenance or logistics training
modules to foreign militaries.
• Must be a US citizen and maintain a US Passport.
• Must have excellent written and oral communications skills.
• Must be able to travel extensively both domestically and internationally unassisted.
• Must have a US driver’s license or able to obtain a US driver’s license prior to arrival in
country and be comfortable driving in US and partner nation (PN) countries.
