Culmen International is looking for a Lead Training Officer to work on-site at Fort Bliss supporting a DHS ICE program.
U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), is responsible for enforcing immigration laws and managing the detention and removal of individuals subject to deportation. Through its Enforcement and Removal Operations (ERO), ICE oversees the secure custody of non-citizens, particularly those awaiting immigration proceedings or removal. In support of this mission, ICE is establishing a contractor-operated short-term detention facility at Fort Bliss, Texas, with the capacity to house up to 5,000 single adult detainees. The facility must provide a secure, humane, and well-regulated environment, supported by a highly trained workforce capable of operating under complex legal, safety, and humanitarian standards.
Given the scale, scope, and sensitivity of operations, workforce readiness is a foundational element of success at the Fort Bliss facility. The contractor is required to establish a comprehensive training program that ensures all staff including detention officers, medical personnel, administrative staff, and support teams are equipped with the knowledge, skills, and conduct standards needed to perform in accordance with ICE’s National Detention Standards (NDS 2019), DHS PREA, and all other applicable regulations. The Training Officer plays a critical role in this effort by designing, delivering, and evaluating training programs that cover core competencies such as security procedures, use of force protocols, emergency response, professional conduct, and detainee rights. Effective training is essential not only for operational efficiency and regulatory compliance, but also for safeguarding the dignity, safety, and well-being of all individuals within the facility.
