Culmen International is looking for an Assistant Facility Director to work on-site at Fort Bliss supporting a DHS ICE program.
U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), is charged with enforcing immigration laws and overseeing the detention and removal of individuals subject to deportation. Within ICE, Enforcement and Removal Operations (ERO) is tasked with managing non-citizens in custody, particularly those awaiting immigration proceedings or removal. Detention is a vital mechanism in this process, but ICE also recognizes its obligation to uphold the rights, welfare, and dignity of those detained. To support this mission, ICE is establishing a contractor-operated facility at Fort Bliss, Texas, intended to provide safe, humane, and temporary housing for single adult detainees in a structured and regulated environment.
The Fort Bliss facility will initially support 1,000 detainees, with the ability to scale to 5,000 as operational needs evolve. The contractor will be responsible not only for infrastructure and operations but also for delivering essential services that directly support the physical and mental well-being of detainees. This includes comprehensive medical and mental health care, safe and secure housing, regular access to food and hygiene, transportation to required appointments, and opportunities for legal visitation and recreation. Support must comply with the National Detention Standards (NDS 2019) and other regulatory requirements to ensure all individuals in ICE custody are treated with care, respect, and under federal and humanitarian standards.
Support the overall management and daily operations of a secure ICE detention facility housing up to 5,000 detainees.
Assist in implementing and enforcing facility policies, procedures, and compliance with National Detention Standards (NDS 2019) and ACA accreditation requirements.
