Culmen International is looking for a Clinical Director to work on-site at Fort Bliss supporting a DHS ICE program.
U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), is responsible for enforcing immigration laws and overseeing the detention and removal of individuals subject to deportation. Within ICE, Enforcement and Removal Operations (ERO) manages non-citizens in custody, particularly those awaiting immigration proceedings or removal. Detention serves as a critical function in this process, while ICE also maintains a firm commitment to ensuring the rights, dignity, and welfare of all individuals in its custody. To that end, ICE is establishing a contractor-operated facility at Fort Bliss, Texas, designed to provide short-term, humane, and secure housing for up to 5,000 single adult detainees.
In addition to managing facility infrastructure, the contractor must deliver a full range of essential support service,s including comprehensive medical, mental health, and dental care. The provision of timely and appropriate clinical services is a core component of the facility’s operations and must be aligned with ICE Health Services Design Standards (2023), National Detention Standards (NDS 2019), and all applicable laws and regulations. Medical operations at the facility will be led by licensed professionals responsible for both direct patient care and clinical oversight, ensuring detainees have access to emergency treatment, chronic care management, mental health support, and infection control measures. These services are central to upholding ICE’s obligations under federal custody and ensuring that all detainees are treated with respect, safety, and dignity.
Serve as the senior medical authority for the facility, overseeing all aspects of clinical care, staff supervision, and compliance with ICE Health Services Design Standards (2023).
Provide direct patient care to detainees, including evaluation, diagnosis, and treatment, ensuring high-quality medical services aligned with detention standards.
