About the Role

Culmen International LLC is recruiting for an experienced Program Manager to lead a contract providing administrative and research support services to US Naval Medical Research Unit, South and its important health mission in Central and South America.

 

The position is based in Callao, Peru. 

What You’ll Do in Your New Role

  • Facilitate information flow between the COR, the contractor, and contract personnel.
  • Oversee the onboarding of contractor personnel and serve as a key resource for all contract personnel.
  • Provide on-site administrative oversight of contract personnel, to include pay, promotions, leave, work hours, conflict resolution, and disciplinary actions.
  • Identify and evaluate problems affecting research project and mission goals and provide solutions in a timely manner.
  • Work closely with the COR to document the need for any changes to requirements.
  • Ensure timely delivery of required reports.
  • Manage and track requests, project status reports and deliverables
  • Attend weekly project calls with the US Government (USG) team members and others as required. Each call should include key project staff with updates on the project timelines and deliverables.
  • Overall budget Management (nothing must be spent without SFA evaluation and approval)
  • Invoicing review
  • Budget forecast and updates in Clin/Slin.
  • Budget solutions for all expenses taken out from NAMRU-6 Contract (Including G&A usage, cost reduction, etc.)
  • Approval of quotes received by subcontractor and vendors before decision making of source (all subcontracts' budgets must be revised and approved by SFA)
  • Support Project Team in the development and management of implementation plans (Smartsheet)
  • Reporting: Classification and register of every purchase and hiring separated per Department and Area of support
  • Reporting: Monthly reports build per department and area of support submission to all N6 Department Heads for approvals
  • Reporting: Preparing specific requested reports
  • Answering all inquiries of monthly report
  • Revision of Clins per department
  • Follow up to updates on the contract (positions and funding)
  • Subcontract drafts for subcontractors
  • Review of labor billing per month
  • Coordination with Department heads and PIs
  • Coordination with Subcontractors regarding terms and conditions, deliverables and invoicing.

Required Qualifications

 

  • Master's degree in Business Administration, Public Health, or other related business or health science field.
  • 5+ years of experience as a Contract Program Manager (i.e. contractor personnel) for a government research department that has an annual budget of at least $3 million
  • Experience managing at least 35 full-time, on-site contractors engaged in human subjects and/or animal research in a government facility/environment.
  • Demonstrated experience in consultant and vendor sub-contracting establishment.
  • Functional knowledge of Federal regulations on research with human subjects and/or animals.
  • Excellent written and oral communicator
  • Collaborative and proficient problem solver.
  • Language Fluency: English level 4, Spanish level 4.
