Culmen International is seeking a highly skilled communications systems engineering lead to support the Department of Homeland Security’s (DHS) Radiation Portal Monitor Program (RPMP) within the Office of Countering Weapons of Mass Destruction (CWMD).

 

The Communications Lead (Communications Engineering) - Radiation Portal Monitor Program will provide IT network equipment installation and industrial equipment programming technical expertise to CWMD’s Radiation Portal Monitor Program. This role is heavily centered around IT hardware and software programming, installation integration, testing, and field commissioning of automation systems critical to national security infrastructure.

 

This is a remote/hybrid role with 70% travel in the domestic U.S. (TX, CA, WA, MI, SC, VA, FL, MS, NJ, and NY) with the remaining time telecommuting from home.

 

This position is subject to 75% outdoor/25% indoor working conditions on-site in all elements of weather and land.

 

The desired candidate may need to commute to Bethesda, MD 20814 two (2) to three (3) times per month during the first three (3) months on-the-job for hands-on programming of test bed equipment. Local candidates are preferred but not required. 

What You’ll Do in Your New Role

Oversee installation and commissioning of new communication systems and integrated ancillary equipment, or integrate new systems with existing communication infrastructure
• Configure network equipment including IP address assignments, routers, switches, intercom systems, and audible alarm equipment/annunciators
• Program and configure WAGO controllers and I/O systems for industrial communication applications, with ability to test and evaluate your programming
• Develop or program and maintain CODESYS-based automation programs for communication interfaces, with ability to test and evaluate your programming
• Conduct system testing, troubleshooting, and performance validation
• Read and mark-up network diagrams, wiring schematics, operations manuals, and maintain written installation, configuration procedures

• Prepare and complete equipment installation and start-up documentation for site acceptance and reports
• Conduct basic operator training to familiarize users with new equipment features
• Provide technical expertise for communication system procurement decisions
• Coordinate with cross-functional teams including IT, operations, and management

 

Required Qualifications

Bachelor's degree in Electrical Engineering, Telecommunications, Computer Engineering, or related field
• 8-10 years of experience in relevant technical role

• Experience with WAGO industrial automation systems 

• Knowledge of networking protocols such as  (TCP/IP, OSPF, BGP, MPLS)

• Knowledge of fieldbus and communication protocols such as EtherCAT, EtherNet/IP, Modbus TCP/RTU, DeviceNet, and CAN

• Understanding of digital signal processing and error correction techniques

• Proficiency in network configuration and management tools

 

Physical Requirements & Working Conditions
• Ability to lift and carry technical equipment (up to 25 pounds)
• Willingness to work flexible hours during system start-up off-hour implementations

• 75% outdoor/25% indoor working conditions on-site in all elements of weather and land
• Valid driver's license 

Desired Qualifications

Some experience using AutoCAD, Bluebeam, red-lining engineering designs and network diagrams

• Previous experience in telecommunications, defense, or technology consulting

• Previous experience with federal government contracting

• Training in conflict resolution strategies and mentorship programs
