About the Role

Culmen International is seeking a seasoned Sr Program Manager to oversee and lead complex international programs supporting U.S. Government clients. This individual will manage cross-functional teams, oversee program delivery in diverse global environments, and ensure compliance with all contract, technical, and regulatory requirements. The ideal candidate brings experience managing international development, security cooperation, or capacity-building programs in coordination with U.S. Government agencies and host nation partners.

What You’ll Do in Your New Role

  • Lead the planning, execution, and oversight of international programs from inception through completion
  • Serve as the primary point of contact with U.S. Government clients and international stakeholders
  • Manage program budgets, schedules, and deliverables to ensure performance within scope
  • Supervise multi-disciplinary teams, including in-country staff, subcontractors, and subject matter experts
  • Ensure compliance with U.S. Government regulations, including FAR, DFARS, and agency-specific guidance
  • Coordinate logistics, deployment planning, and operational support for overseas personnel
  • Prepare program reports, briefing materials, and performance updates for senior leadership and clients
  • Support business development through proposal contributions, partner engagement, and capture support

Required Qualifications

  • Bachelor’s degree in international relations, political science, business, or related field (Master’s preferred)
  • 8+ years of program/project management experience, with at least 3 years supporting international programs
  • Demonstrated experience managing U.S. Government contracts (DoS, DoD, NATO, or similar)
  • Proven ability to manage geographically dispersed teams in complex environments
  • Strong understanding of international operations, host nation coordination, and risk management
  • Excellent written and verbal communication skills
  • Proficiency with MS Office and project management tools
  • Ability to obtain and maintain a U.S. Government security clearance (if not already held)
