About the Role

Culmen International is looking for an Aviation Maintenance Advisor to provide proficient and efficient aircraft maintenance to ultimately improve the Guatemalan Air Force maintenance program and flight safety.

 

This position does require the Advisor to live in Guatemala, City, Guatemala.  Culmen to provide life support.

 

 

What You’ll Do in Your New Role

  • Lead a thorough analysis of the Guatemala Air Force (GAF) maintenance and logistics policies, procedures, acquisition regulations, and any pertinent documents, to identify opportunities for improvement.
  • Identify measures to address any gaps found, including training and capacity-building initiatives at the service level, as well as identifying and analyzing key stakeholders involved in decision-making within the GAF and the Ministry of Defense.
  • Outline necessary actions to support GAF in developing the knowledge, skills, processes, and behaviours required to achieve the goals related to the overall project.
  • Adequately frame the challenges to enable the MA to make recommendations for future activities by the partner country, the Office of Security Cooperation (OSC), and the MA. Determine areas where the MA’s expertise should be directed during their engagement.
  • Provide technical guidance to the GAF in maintaining the safe and operational status of the aircraft fleet.
  • Offer technical advice designed to improve management, interpretation, and utilization of aircraft maintenance technical publications, such as technical manuals, service bulletins, updates, and system and alert bulletins.
  • Collaborate in developing and adopting integrated logistics, preventative maintenance, inventory, and resource management programs that are critical to enhancing the operational capability of the GAF aircraft maintenance team.
  • Create and implement innovative programs aimed at fostering continuous improvement within the GAF maintenance team, ensuring operational excellence.
  • Support the creation of special tool audit and operational testing programmes.
  • Manage, plan, execute, develop, and evaluate: Quality Control Programmes, Non-Destructive Testing, Tool Calibration, Petroleum, Oils, and Lubricants Programme
  • Provide expert guidance in the strategic planning and assessment of both scheduled and unscheduled maintenance for aircraft and equipment, enhancing overall reliability.
  • Support the implementation of periodic audits required for the GAF.
  • Make recommendations to the GAF and OSC concerning training requirements to ensure maintenance personnel can adequately maintain the aircraft fleet.
  • Advise GAF and OSC on maintenance practices and processes for certifying work carried out by technicians on available aircraft.
  • Assist with the development of a GAF flight safety programme.
  • Support the development, updating, and implementation of military standard maintenance instructions, regulations, and procedures for the GAF Rotary Wing maintenance team.
  • Create and manage a maintenance and technical resource library.
  • Perform audits and inspections of aircraft maintenance processes, workshops, and maintenance administrative units.
  • Support occupational risk and safety management, including planning, development, supervision, and evaluation of quality control programmes.
  • Audit equipment and special tools for reference in testing and operational assessment.
  • Manage, plan, and evaluate the operation of systems including hydraulics, flight controls, fuel, power plant, electrical, and avionics on GAF aircraft.
  • Facilitate training for GAF maintainers in various maintenance tasks according to Technical Orders and flight manuals.
  • Provide training for inspectors, supervisors, and maintenance managers as needed per GA requirements.
  • Support the standardization of procedures published in GAF doctrine and manuals.

Required Qualifications

  • 10+ years of combined experience in both rotary and fixed wing maintenance procedures, management, and supply work, either at the unit or intermediate level.
  • 10+ years working within a maintenance organization, which includes overseeing maintenance staff or providing training similar to a Maintenance Superintendent in the U.S. Air Force or Army.
  • 5+ years of management experience with organizations that support rotary and fixed wing maintenance, repair, and logistics operations—work involving aircraft such as the Bell 212, 412, 407, 206B, UH-1H, Cessna 208B, Beechcraft B-200, B-300, King 90, and De Vaillant DHC-6-400, as well as engines like those from Pratt & Whitney, Rolls Royce, and Lycoming.
  • 2+ years of experience working alongside military units in Latin America.
  • 2+ years of experience in creating and implementing service-level maintenance and logistics programs for rotary and fixed wing aircraft, including establishing management structures, procedures, and skills necessary for developing maintenance plans and logistics requirements.
  • Must possess and maintain language proficiency level 3 for English and Level 2 Latin American Spanish.
  • Must be a US citizen; must be able to obtain and maintain a US Passport.
