About the Role

Culmen International LLC is looking to hire a Senior Cybersecurity Advisor to support our Department of State contract in Sofia, Bulgaria.

 

The Senior Cybersecurity Advisor will provide expert guidance in developing and implementing a comprehensive roadmap for a modern Cyber Defense Center, as well as assist with training and equipment initiatives. Additionally, they will offer cybersecurity policy recommendations to both civilian and military leadership.

What You’ll Do in Your New Role

The Senior Advisor will function as a knowledgeable and trusted guide to the Cyber Defense Center, offering vital technical expertise to assist in identifying and mitigating vulnerabilities. They will work to establish clear protocols for actions and responsibilities, thereby ensuring robust support for the National Cybersecurity Strategy. Furthermore, the advisor will play a key role in reviewing and updating essential strategy and governance documents, empowering officials with the necessary tools and knowledge to excel in their roles.

 

Key responsibilities will encompass:

 

  • Developing and implementing a comprehensive plan aimed at achieving full operational capacity for the Cyber Defense Center.
  • Collaborating in the review and implementation of standard operating procedures within the Ministry of Defense's (MOD) Cyber Defense Center and other pertinent government ministries.
  • Conducting assessments and providing recommendations regarding the organizational roles and responsibilities among various cybersecurity stakeholders within the MOD.
  • Supporting the Cyber Defense Center and its Commander in fostering fundamental cybersecurity skills by designing a tailored work role development plan for each Cyberspace Functional Work Role, aimed at enhancing the necessary knowledge, skills, and abilities for effective cybersecurity proficiency.
  • Identifying system requirements (hardware and software) to gracefully phase out legacy operating systems (e.g., Windows Vista, XP, 7).
  • Developing and instituting regular patching and hardware refresh schedules to ensure that networks remain resilient against vulnerabilities.

 

Required Qualifications

  • U.S. citizenship 
  • ACTIVE Secret clearance.
  • Minimum military rank of O-5 or its civilian equivalent (FS-02/GS-14).
  • Master's degree in Cybersecurity, Global Technology and Development, Information Systems Security, Digital Forensics, or a related field, AND 6+ years of experience in the relevant specialized disciplines.

OR

  • Bachelor's degree with a minimum of ten years of relevant experience is acceptable.

AND

  • 2+ years developing cybersecurity strategies, policies, or procedures.
  • 1+ year managing initiatives to mitigate risks and strengthen cyber defenses
  • 1+ year leading cybersecurity capacity building projects on a bilateral or multilateral level
  • 1+ year advising foreign military or government at operational or strategic levels.
  • 1+ year of international experience and be familiar with the various roles within a Cyber Defense Center, with the ability to communicate cybersecurity policies and technical information to diverse stakeholders.

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $108,800 - $136,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
