About the Role

 

Culmen International is looking for a Program Manager to support an HHS program in Washington, DC.
 
This work will support the Critical Operations, Research & Expertise (CORE), Scientific and Programmatic Assistance Services and are important in helping BARDA in developing medical solutions in biotechnology and biopharmaceuticals. These services help BARDA respond to public health threats from chemicals, germs, radiation, nuclear events, pandemic flu, and new infectious diseases. BARDA works closely with developers, manufacturers, and government agencies like the FDA to move research forward, encourage new ideas, and coordinate with HHS, other government groups, and industry partners. BARDA’s work includes vaccines, treatments, tests, and products that are not medicines. The pandemic flu program increases vaccine production in the US and worldwide, particularly in developing countries. The CBRN division works with NIH, CDC, and industry to improve animal testing, product recipes, and lab testing. The Emerging Infectious Diseases program is also setting up ways to review and add new or returning diseases to BARDA’s work, including those that need EPA approval.

 

What You’ll Do in Your New Role

  • Oversee and coordinate day-to-day operations for assigned BARDA programs.

  • Manage project schedules, deliverables, reporting, and contractor team performance.

  • Serve as liaison between BARDA leadership and contractor staff.

  • Support planning, implementation, and evaluation of programmatic and scientific activities.

  • Ensure compliance with project timelines, documentation standards, and quality assurance.

  • Support surge operations during public health emergencies by scaling teams and resources rapidly.

  • Prepare monthly and annual performance reports and maintain communication with BARDA CORs.

Required Qualifications

  • Bachelor’s degree in business administration, public health, biomedical sciences, or related field.

  • 8–10+ years of experience in program or project management in a federal or scientific R&D setting.

  • Demonstrated experience leading multidisciplinary teams and managing government contracts.

  • Strong organizational and communication skills, including report writing and stakeholder management.

  • Ability to work independently while adhering to federal acquisition and security standards.

  • Ability to obtain and maintain a NACI Background Check.

Desired Qualifications

  • PMP or equivalent project management certification.

  • Prior experience with BARDA, HHS, or other public health emergency response organizations.

  • Knowledge of medical countermeasure R&D or analytical research
