Provide expert-level financial management and analytical support to BARDA program offices.
Oversee and monitor budget execution, obligation tracking, and funding allocations for research and development (R&D) and acquisition programs.
Develop, analyze, and reconcile financial reports, ensuring compliance with HHS, ASPR, and federal fiscal policies.
Support program managers and contracting officers by preparing cost estimates, justifications, spend plans, and status reports.
Review and validate financial data across multiple systems, ensuring accuracy and transparency in reporting.
Assist with audit responses, internal financial controls, and preparation of annual or ad hoc financial deliverables.
Contribute to the planning and forecasting of program budgets and identify risks or areas for financial improvement.
Collaborate with procurement and administrative teams to align programmatic and fiscal priorities.
Bachelor’s degree in finance, accounting, business administration, or a related discipline.
7–10+ years of experience in federal financial management, budget analysis, or grants/contracts accounting.
Strong understanding of federal fiscal law, funding mechanisms, and reporting requirements.
Proficiency with federal financial management systems and Microsoft Excel (pivot tables, formulas, and modeling).
Excellent analytical, organizational, and communication skills with attention to detail and accuracy.
Ability to manage multiple funding lines and deadlines in a fast-paced, high-visibility environment.
Master’s degree in finance, accounting, or public administration.
Certified Government Financial Manager (CGFM), CPA, or similar professional credential.
Prior experience supporting HHS, BARDA, ASPR, or other public health emergency programs.
Knowledge of federal acquisition and contracting processes and cost analysis for R&D projects.
