About the Role

 

Join Culmen International as a Logistics Administrator, where you'll play a vital role in our Manila, Philippines team, onsite. We’re looking for dynamic candidates who thrive in a collaborative environment!

 

The logistics coordinator will perform administrative tasks, human resources-related responsibilities, document control, training coordination, clinical research support, and logistics functions. They will also ensure smooth operation of WRAIR AFRIMS Philippines - Manila laboratory and support various projects and activities; coordinate shipments, delivery and distribution of supplies and equipment needed on-site; performs inventory, tracking and coordination of all property and equipment; oversees the maintenance of all equipment, and physical infrastructure at WAP Manila.

What You’ll Do in Your New Role

In this role you will:
 

1. Handles a wide range of secretarial and office tasks.
a) Prepares written correspondence. Reviews all outgoing correspondence and messages for proper grammar, spelling, and format as per procedures;
b) Prepares reports, forms, minutes of meetings, and other documents;
c) Makes sure documents are prepared, filed, shared, and kept safe;
d) Handles and maintains official and unclassified materials/departmental files;
e) May be asked to go to meetings or events for senior staff;
f) Helps set up office systems and routines;
g) Maintains contact information, CVs, and certificates of collaborators, stakeholders, consultants, and investigators.
h) Makes sure the office stays clean and well-kept.

i) Assist as needed in preparing and consolidating data for budgeting of research projects.

j) Coordinates with staff and other sections on administrative and operational matters, such as personnel, accounting, purchasing, building maintenance or repair, and telephone services.

 
II. Manages visitor-related tasks.
a) Coordinates travel and TDY, including accommodations and transportation. b) Handles Base Access Requests for foreign travelers visiting Philippine military camps.
 
III. Acts as point of contact (POC) for training
a) Coordinates with WAP Manila staff and AFRIMS for training requirements of WAP Manila personnel;
b) Assists in the planning, coordination, and preparation of training or seminars;
c) Maintains filing and updating of the central training records of PAVRU Manila personnel.
 
IV. Serves as WAP Manila Document Control Officer.
a) Assists in the review, control, and distribution of Standard Operating Procedures (SOPs), uses, and applications locally;
b) Facilitates encoding of data and organization of Trial Master Files (TMFs);
c) Assists the IT team in troubleshooting internet, network, or VOIP issues as needed.
 
V. Provide logistical support to WAP Manila projects
a) Coordinates the procurement requirements, delivery, and distribution with section heads/ supervisors. Serves as sub-hand receipt holder for PAVRU-Manila;
b) Facilitates the submission and tracking of purchase requests for approval;
c) Assists in the tracking and inventory of property items;
d) Coordinates maintenance of property equipment.
e) Facilitates the turn-in of unused or defective property items;
f) Serves as the alternate key and lock responsible person and badge custodian.
j) Assist in coordinating the shipment of samples and study supplies to and from WAP Manila.

VI. Serves as General Safety Officer for the WAP-Manila site
a) Accountable in conjunction with supervisors/ section heads for ensuring compliance with AFRIMS command-wide, department, and site-specific guidelines and SOPs in terms of general safety;
b) Acts as liaison between the local fire department and WAP Manila and performs tasks of a Fire Marshall and Fire Warden;
c) Ensures overall maintenance of WAP Manila facilities and physical infrastructure to include regular pest control, repair works, and maintenance.
 

Required Qualifications

  • Bachelor’s degree in Business Administration, Office/Operations Management, Public Health, Laboratory/Clinical Administration, or related field (or equivalent experience).

  • 2+ years of progressive administrative/secretarial support in a busy, multi-stakeholder environment (e.g., research, healthcare, laboratory, university, NGO, or government).

  • Strong English (written and spoken); professional phone and email etiquette. Filipino proficiency highly valued.
  • Eligible to work in the Philippines and able to pass any site/host-institution onboarding checks.

 

Desired Qualifications

  • Experience in use of purchase request/approval workflows (e.g., PR/PO, receipt, vendor onboarding) and budget tracking/aggregation.
  • Experience in a laboratory/clinical research or hospital environment; familiarity with Trial Master File (TMF) organisation and basic ICH-GCP concepts (document control, training records).
  • Proactive, service-oriented mindset; calm under pressure; sound judgement to escalate issues appropriately.
  •  Familiar with AFP or US Embassy contracting processes (contract administration, compliance, and vendor relations).
  • Fire Warden/Marshall certificate and Basic First Aid/CPR.

  • Short courses in GCP/ICH (awareness level), Biosafety (intro), or Records Management.
