About the Role

Culmen International is seeking a Maritime Security SME (Short-Term Consultancy) in support of national maritime policies and procedures. Work with Tuvalu partners to design organizational changes and improvements, including a human resources (HR) structure, interagency coordination systems, and staffing procedures to balance boat crew requirements with watchstander and analyst responsibilities. The team will also support the development of Tuvalu MDA and MARSEC policies, Memorandums of Understanding (MOU) with Fiji, and maritime Search and Rescue (SAR) procedures. 

 

Projected Level of Effort: Tentative travel 14 March-30 May 2026, with full-time hours and CONUS prep hours 20 hours/month prior to travel.  

 

What You’ll Do in Your New Role

 

  • Support the Regional Program Lead and team in advising stakeholders on developing maritime policies, procedures, agreements, and organizational structures.
  • Developing best practices, case studies, frameworks, and templates for stakeholders to use in developing MOUs, policies, organizational structures, interagency coordination, and information sharing.
  • Supporting virtual and in-person engagements with Tuvalu government stakeholders.

Required Qualifications

 

    • 5+ years in maritime management leadership, including staffing structures, operational policies, deployment considerations, and working across maritime agencies.
    • 5+ years performing maritime domain awareness (MDA) and/or maritime security (MARSEC) activities, including SAR.
    • 5+ years designing and creating presentations and workshop materials, and activities.
    • 5+ years facilitating workshops and information-sharing sessions.
    • Extensive experience coordinating with Allies and Partners.

Desired Qualifications

 

2+ years working in security cooperation.

2+ years working in the Indo-Pacific, preferably Oceania.

Proficiency with SeaVision.
