About the Role

Culmen International is seeking a highly qualified Program Operations Manager/Team Lead to oversee a critical non-personnel services contract providing End-Use Monitoring (EUM) in Ukraine. This program ensures that defense articles and services transferred by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) to the Government of Ukraine (GoU) are accounted for and used for their intended purposes in compliance with the Arms Export Control Act.

The Program Operations Manager will lead a technically proficient team of Ukrainian national contractors in conducting inspections of approximately 22,000 assets, ranging from weapons and vehicles to aircraft and communications equipment.

 

What You’ll Do in Your New Role

As the primary point of contact for the U.S. Government, the Program Operations Manager will possess full authority to act on behalf of the Contractor regarding daily operations. Core responsibilities include:

  • Operational Oversight: Manage all personnel, equipment, and logistics necessary to perform EUM inspections across 24 oblasts, including high-risk and conflict-adjacent areas.
  • Inspection Management: Plan and conduct approximately 50 in-person, secondary, and virtual monitoring inspections per month in coordination with INL and GoU counterparts.
  • Asset Accountability: Oversee the physical count, tagging (affixing barcodes), and verification of the condition and proper use of transferred assets.
  • Reporting & Data Analysis: Prepare consolidated monthly and annual reports summarizing monitoring visits, inventory trends, and findings.
  • Incident Response: Ensure timely submission of Serious Incident Reports (within 48 hours) regarding property damage, fraudulent behavior, or impacts on program performance.
  • Quality & Compliance: Develop and maintain an effective Quality Control Plan (QCP) to ensure all services meet or exceed the performance standards defined in the PWS.
  • Security Coordination: Conduct risk assessments for all travel and ensure personnel comply with Ukrainian air alert guidance and curfew restrictions.
  • Subcontractor & Local Team Management: Establish and lead the agency infrastructure required to recruit, screen, and manage a technically proficient team of Ukrainian national contractors; and ensure all subcontractor personnel maintain cultural sensitivity, linguistic proficiency, and appropriate identification as contractors in all interactions with the Government of Ukraine.

Required Qualifications

  • Experience in property management and conducting monitoring and evaluation (M&E) activities.
  • Ability to manage complex data housing on Microsoft 365 servers in compliance with NIST standards and utilize secure communication tools (VPN, remote kill software).
  • Must be physically and medically fit for frequent field travel to remote and high-risk locations.
  • Fluency in English is required; knowledge of Ukrainian is a significant advantage.
  • Ability to attain a Secret Clearance.

Desired Qualifications

  • Prior professional experience working with or for the Ministry of the Interior, including the National Police of Ukraine, the State Border Guard Service, or the National Guard of Ukraine.
  • Strong background in U.S. Department of State EUM policies and procedures.
  • Exceptional interpersonal and communication skills, with a proven ability to coordinate with high-level government officials.
