About the Role

Culmen International is seeking a specialized Design Monitoring and Evaluation (M&E) Specialist to support a non-personnel services contract for End-Use Monitoring (EUM) in Ukraine. This role is critical to ensuring the accountability, transparency, and effectiveness of defense articles and services transferred by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) to the Government of Ukraine (GoU).


The specialist will design the frameworks used to track approximately 22,000 priority assets, with a potential expansion at a later date. You will be responsible for creating the tools that verify asset presence, evaluate equipment usage, and identify patterns of potential diversion or misuse.

 

What You’ll Do in Your New Role

As a M&E Specialist you will be responsible for the technical design and data integrity of the monitoring program:


• M&E Framework Design: Design and implement surveys and data collection methods to assess asset utilization and evaluate the extent to which items have advanced U.S. foreign policy objectives.
• Trend Analysis: Analyze year-on-year trends regarding inspections, asset management, and inventory tracking to identify systemic compliance issues.
• Inspection Methodology: Develop and approve methods for on-site, secondary, and virtual inspections of EUM assets under the supervision of INL Kyiv.
• Data Management: Oversee the collection and consolidation of inspection records, including serial numbers, barcodes, and photographic evidence, ensuring all data is maintained in secure, NIST-compliant Microsoft 365 environments.
• Reporting: Prepare high-level consolidated reports and annual summaries that outline key trends, observations, and the impact of USG-provided equipment.
• LDDT Oversight: Document and assess details for assets categorized as Lost, Destroyed, Damaged, or Stolen (LDDT) and support disposal/demilitarization processes.
• Local Team Support: Assist in the technical training and oversight of Ukrainian national contractors to ensure they possess the requisite property management skills and attention to detail necessary for high-accuracy EUM activities.

Required Qualifications

  • Demonstrated professional experience in property management and conducting monitoring and evaluation (M&E) activities  Requisite property management experience and technical proficiency in conducting monitoring and evaluation activities.
  • Advanced proficiency in data management and analysis; ability to manage digital tracking tables and secure electronic records.
  • Ukrainian nationality required.
  • Ability to travel without restriction throughout all 24 oblasts of Ukraine, including remote and conflict-adjacent areas.
  • Must be physically and medically fit for field travel.
  • Maintain qualifications for the required security clearance.

Desired Qualifications

  • Fluency in Ukrainian and English to effectively communicate with GoU counterparts and prepare USG deliverables.
  • Prior professional experience with the Ministry of the Interior, including the National Police of Ukraine, the State Border Guard Service, or the National Guard of Ukraine.
  • Exceptional attention to detail and reliability in handling sensitive data pertaining to defense articles and facility locations.
