Culmen is looking for a All Source Intelligence SME to develop and facilitate a 5-day in-person intelligence analysis tradecraft course for 10-15 national-level mid- and senior Georgian military analysts at the UNCLASSIFIED level. The curriculum should be based on U.S. and NATO intelligence standards. This would have an anticipated start date of 15 Jan 2026.   Estimated level of effort is 130 hours over a 2-month period ending in instructing a 5-day course in Tblisi, Georgia in March 2026. Remote work with limited travel.  

What You’ll Do in Your New Role

Develop course to address institutional capacity building challenges impacting Georgia’s strategic-level analytic tradecraft capacity, to include providing best practices on product structure and argumentation, source characterization and validation, uncertainty expression, identification of intelligence gaps, and other critical analytic standards. Course should be developed on the basis of the U.S. Office of Director of National Intelligence (ODNI) and NATO tradecraft standards to improve Georgia’s institutional capacity and interoperability with the U.S. and NATO.  The course will include case studies and group exercises and will address the following

  • Foundations of analysis (analytic line, structure, argumentation, relevancy)
  • Sourcing (characterization, source validation methods, specific focus on evaluating HUMINT)
  • Expressing Uncertainty (probability and likelihood language, confidence levels, key assumptions and gaps)
  • Analysis of Alternatives (developing alternative hypotheses; incorporating into products)
  • Visuals (best practices)
  • Case studies based on complex real-world conflict scenarios (e.g. Russia-Ukraine, Syria, maritime disputes, other) to incorporate both battlefield dynamics and leadership decision-making
  • Capstone exercise: Facilitate use of use of case studies for analysts to draft their own analytic assessments (2-3 pages) using unclassified sources, and provide written and verbal feedback

Required Qualifications

Senior lead intelligence SME.  The training will strengthen foundational intelligence analysis skills, provide practical hands-on exercises, and build long-term analytic capacity aligned with broadly accepted U.S. and NATO analytic standards. The desired SME will have the following: 

  • Expert knowledge of all-source analytic tradecraft, including direct experience teaching / advising / mentoring analysts on ODNI Intelligence Tradecraft Standards.
  • Senior-level experience producing, reviewing, and briefing analytic assessments at the GS-14/GS-15 level or equivalent.
  • Senior-level experience with U.S. intelligence tradecraft pertaining to battlefield dynamics, military capabilities, political-military issues, foreign policy, and/or defense leadership.
  • Demonstrated experience in developing strategic-level case studies based on complex real-world conflict scenarios.
  • Expert knowledge of source characterization and source validation processes, and the ability to explain best practices clearly.
