About the Role

Culmen is hiring Ukrainian End User Monitors to conduct site visits to verify equipment status and coordinate with security counterparts to ensure mission continuity. This role requires utilizing secure digital platforms for technical documentation and field-level coordination.

What You’ll Do in Your New Role

This person will operate in a mobile capacity, working as part of an agile team to conduct technical site visits and equipment verifications throughout various regions across the country. Your daily movements and mission objectives will be directed by our central hub in Kyiv, providing you with continuous coordination, logistical oversight, and professional guidance as you transition between different field locations. This position requires the flexibility to travel extensively while maintaining high operational standards and following the strategic protocols established by our project leadership.

  • Conduct physical inventories and technical inspections of sensitive equipment at various Ministry of Internal Affairs (MIA) and Ministry of Defense (MOD) facilities.

  • Utilize advanced mobile data collection tools and software to capture and extract serial numbers/VINs with 95% accuracy.

  • Liaise directly with unit commanders and property custodians to reconcile inventory records and establish mutually supported best practices.

  • Document and report instances of Loss, Damage, Destruction, or Theft (LDDT) using standardized evidentiary templates.

  • Conduct structured user surveys to assess the operational impact and maintenance needs of provided assets.

  • Transmit all field reports and technical data to the Kyiv headquarters in real-time using secure, NIST-compliant mobile applications and cloud-based platforms, ensuring that every submission adheres to the highest protocols for information security and data assurance.

 

Required Qualifications

  • Must be a Ukrainian National.
  • Extensive professional experience within or working closely with the National Police (NPU), State Border Guard Service (SBGS), National Guard (NGU), or Armed Forces (AFU).
  • Ability to pass a comprehensive Ministry of Internal Affairs (MIA) criminal background check.
  • Must be currently exempt from military service or legally permitted to work in a civilian monitoring capacity.
  • Must be fit and mobile, capable of conducting frequent field inspections in varied terrain and potentially high-threat environments.
  • Possession of a valid driver's license and the ability to operate vehicles in varying road conditions.

Desired Qualifications

  • English language proficiency highly preferred. 
  • High level of literacy with digital tools and the ability to rapidly master new mobile applications and field equipment.
  • Prior monitoring experience and proficiency with digital data collection tools are highly preferred
