About the Role

Culmen is seeking both a MEL Advisor and an Officer to support an international health program focused on Global Health Security objectives, including laboratory systems strengthening, biosafety and biosecurity, surveillance (IBS/EBS), data systems, and outbreak response.

 

The MEL Advisor provides technical leadership and strategic oversight for all MEL activities, ensuring alignment with the approved Activity Monitoring, Evaluation, and Learning Plan (AMELP), donor reporting requirements, and global indicators.

 

The MEL Officer supports day-to-day implementation of MEL activities, ensuring accurate data collection, management, verification, and reporting across all program objectives.

Together, these roles ensure that performance data supports accountability, continuous learning, and adaptive management.

 

Candidates must live and eligible to work in Uzbekistan.

What You’ll Do in Your New Role

MEL Advisor

  • Provide technical leadership and oversight for all Monitoring, Evaluation, and Learning activities.

  • Ensure MEL systems, indicators, and reporting align with the AMELP, reporting requirements, and global indicators.

  • Lead interpretation and application of performance and process indicators across:

    • Laboratory systems strengthening

    • Biosafety and biosecurity

    • Surveillance (IBS/EBS)

    • Data systems

    • Outbreak response activities

  • Guide baseline assessments, readiness assessments, after-action reviews (AARs), and in-action reviews (IARs).

  • Coordinate with technical leads to ensure MEL supports adaptive management and program learning objectives.

  • Ensure data is translated into actionable insights for program improvement and strategic decision-making.

MEL Officer

  • Support day-to-day implementation of MEL activities across Global Health Security objectives.

  • Conduct routine performance monitoring and primary data collection.

  • Perform in-person data verification as required.

  • Collect, enter, clean, and manage data for supported indicators, including:

    • Laboratory strengthening activities

    • Biosafety and biosecurity activities

    • Surveillance systems

    • Training events

    • Assessments

    • Outbreak response support

  • Ensure data consistency, completeness, and quality.

  • Work under the technical guidance of the MEL Advisor and coordinate closely with technical teams.

  • Maintain organized data systems to support reporting, learning, and adaptive management.

Required Qualifications

MEL Advisor

  • Demonstrated experience providing technical leadership in Monitoring, Evaluation, and Learning for international development or global health programs.

  • Experience designing, implementing, and overseeing MEL systems aligned with donor reporting frameworks.

  • Strong understanding of performance and process indicators, particularly in laboratory systems, biosafety and biosecurity, surveillance, and outbreak response.

  • Experience leading assessments, reviews (AARs/IARs), and learning activities.

  • Strong analytical and data interpretation skills.

  • Excellent coordination and communication skills across technical teams.

  • Must be authorized to work in Uzbekistan

MEL Officer

  • Experience supporting MEL implementation in international development or global health programs.

  • Experience with routine performance monitoring, primary data collection, and data verification.

  • Strong data management skills, including data entry, cleaning, and quality assurance.

  • Familiarity with indicators related to laboratory strengthening, biosafety, surveillance, and outbreak response preferred.

  • Strong organizational skills and attention to detail.

  • Ability to work collaboratively under technical supervision.

  • Must be authorized to work in Uzbekistan
