About the Role

Culmen is looking for a Human Resource Management SME to assist the Royal Malaysian Navy (RMN) in developing HRM strategies to support unmanned systems capability development. Estimated level of effort is up to 360 hours through September 2026.  SME will travel to Malaysia in April, June, and September.

 

What You’ll Do in Your New Role

  • Specialties required to operate and maintain current and future system capabilities within rate and overall force strength requirements;
  • Attrition and recruitment risks;
  • Career progression options;
  • Proficiencies needed to achieve mission success; and
  • Near and long-term training needed to effectively operate and maintain current and future UxS systems, including integration with the existing RMN training enterprise. 

Required Qualifications

The HRM SME should possess:

    • Knowledge of HRM specialty rates needed for manned and unmanned fleet air and C5ISR systems;
    • Knowledge of retention and recruiting strategies and career management processes;
    • Knowledge of training courses and sources for Navies and Coast Guards;
    • Knowledge of training required for manned and unmanned fleet, air, and C5ISR systems;
    • Knowledge/experience with development of in-country train the trainer programs and processes;
    • Experience developing Partner Nation HRM and training strategies; and
    • Experience facilitating capability optimization through force package and CONOP development.
