About the Role

Culmen International LLC is recruiting for an Office Administrative Manager to

manage all administrative and operational processes of Culmen’s Branch office in Lima supporting US Government contracts and its important mission in the region.

 

The position is based in Lima, Peru. 

What You’ll Do in Your New Role

The Consultant shall perform the following specific tasks:

  • Manage all administrative operations of the branch office in Peru.
  • Ensure full compliance with Peruvian labor laws and HR regulations, including contracts, benefits, and employee records.
  • Administer and execute all payroll-related processes for the NAMRU South contract.
  • Oversee, coordinate, and implement the Occupational Health and Safety Management System, ensuring full compliance with applicable local regulations, as well as NAMRU South’s specific guidelines, standards, and requirements.
  • Ensure payments, benefits, and HR documentation in alignment with company and local legal requirements.
  • Coordinate, manage, and implement the comprehensive employee insurance program, including statutory life insurance and complementary coverages, ensuring proper administration and regulatory compliance. Lead negotiations with insurance providers to secure optimal coverage terms, costs, and benefits, considering the risks associated with employees’ roles and specific operational activities.
  • Support procurement and operational processes as needed, including coordination with finance and logistics teams.
  • Assist in organizing office operations, documentation, and internal processes.
  • Participate in internal and external meetings, including those with HQ when necessary, ensuring clear and professional communication in English & Spanish.
  • Provide support in business development activities, including administrative input for cost proposals and coordination of meetings.
  • Support general office activities and any additional administrative needs as required.

Required Qualifications

    • Bachelor’s degree in administration, Human Resources, Business Management, or related field.

    • Minimum 5–7 years of experience in administrative management and HR functions.
    • Strong knowledge of Peruvian labor law and HR compliance requirements (mandatory).
    • Experience managing payroll processes.
    • Experience working in international or multicultural environments preferred.
    • Excellent written and spoken English (mandatory).
    • Strong communication skills in Spanish.
