About the Role

Culmen is hiring a Maritime Security SME to assist short term assignments in Tonga.

 

SME will advise the Government of Tonga on Maritime Force organization, policies, and procedures to improve maritime force management and organization to support and implement maritime operations. Work with Tongan partners to develop a Concept of Navy that directs how the Maritime Force will be organized and managed to conduct maritime operations. Develop maritime SAR policies and procedures for joint operations between the Maritime Force and Maritime Police.

 

SME will support a 60-day deployment May/June/Summer 2026 with pre and post deployment hours CONUS.  Estimated total hours through September 2026 is 380 including deployment and CONUS hours. 

What You’ll Do in Your New Role

  • Support the Regional Program Lead and team in advising Tonga stakeholders on developing a Concept of Navy and maritime SAR policies and procedures.
  • Developing best practices, case studies, frameworks, and templates for Tonga government stakeholders to use in developing maritime policies, organizational structures, interagency coordination, and information sharing.
  • Supporting virtual and in-person engagements with Tonga government stakeholders.

Required Qualifications

  • Senior-level experience developing maritime policies and procedures.
  • Extensive experience developing maritime force structures and management systems. Experience developing SAR procedures.
  • Experience designing and creating presentations and workshop materials and activities.
  • Experience facilitating workshops, simulations, and information sharing sessions.
  • Extensive experience coordinating with Allies and Partners.
  • Active Secret clearance

Desired Qualifications

  • Retired U.S. Navy/Coast Guard O5 or O6 (DESIRED).
  • 2+ years working security cooperation (DESIRED).
  • 2+ years working in the Indo-Pacific, preferably Oceania (DESIRED).
