Culmen International is hiring for a SOJ5X – Sensitive Activities (SA) Planner to provide support for the Special Operations Command Europe (SOCEUR). In this capacity, you will serve as a primary advisor and subject matter expert, delivering command-level operational and strategic analysis. Your work will focus on the development, management, and refinement of Sensitive Activities (SA) requirements to ensure special operations campaigning aligns with broader strategic objectives within the European theater.
Based in-person at Patch Barracks.
Expert Advisory: Serve as a subject matter expert to the SOCEUR J5 staff, providing critical analysis for the integration of SA requirements into the full plans/orders/execution/assessment cycle.
Strategic Coordination: Collaborate across J2, J3, and J5 teams, interagency partners, and NATO Allies to align operational requirements with Irregular Warfare (IW), Counter-Hybrid Threat (CHT), and Security Cooperation (SC) authorities.
High-Fidelity Analysis: Produce rigorous assessment products based on SOCEUR operations, activities, and investments (OAI), distilling large volumes of complex data into actionable recommendations for senior decision-makers.
Documentation & Authoring: Organize and author technically precise documentation, including Campaign Support Plan (CSP) annexes and After Action Reports (AAR).
Executive Briefing: Communicate findings clearly and effectively in both written reports and verbal briefings to General Officer/Flag Officer (GO/FO) audiences.
Theater Optimization: Advise on the coordination of SA requirements and the relationships between Combatant Commands and force providers to optimize capability support across the European theater.
Clearance: Active TOP SECRET/SCI clearance.
Military Background: Former Special Operations qualified Officer, Warrant Officer, or Senior NCO with U.S. Special Operations Forces (SOF) experience.
Operational Experience: Minimum of three years of experience in full-spectrum special operations, including SOF operational experience in a deployed environment.
SME Expertise: Experience in an O-5 level or higher command with a thorough understanding of Preparation of the Environment (PE) and SA programs (including at least two years of execution experience in a deployed environment).
Professional Tenacity: 7+ years of experience in Irregular or Unconventional Warfare (IW/UW), Counterterrorism (CT), CHT operations, or Security Cooperation (SC) authorities.
Partner Nations: Direct experience with advising, assisting, and accompanying roles with partner nations.
Education/Experience Equivalency: * Bachelor’s degree + 3 years of recent specialized experience, OR;
Associate’s degree + 7 years of recent specialized experience, OR;
Major certification + 7 years of recent specialized experience, OR;
11 years of recent specialized experience.
Skills: Exceptional research, critical thinking, and oral/written communication skills; ability to assimilate quickly into multi-functional teams.
Command Knowledge: Familiarity with Theater Special Operations Commands (TSOC) and United States Special Operations Command (USSOCOM) missions.
Joint Command: Experience serving in GO/FO-level joint commands.
Regional Expertise: Prior experience working within the European theater of operations.
Specialized Training: Possession of ASOT Level III training.
Communication Mastery: Ability to read and interpret complex military technical information and produce highly skilled military-formatted reports, correspondence, and presentations.
