About the Role

Culmen International is seeking a Project Officer to support a potential DOS‑funded program in Mozambique to deliver counter‑terrorism training to law enforcement in Cabo Delgado.
This position requires the individual to be based in Mozambique and travel across the country.

 

What You’ll Do in Your New Role

You will work with the Program Manager, trainers, and advisors to:

  • Build relationships and liaise with the Government and Police Force of Mozambique to build buy‑in and support for program activities
  • Help arrange logistics for trainings and local activities
  • Liaise with local communities as required under the program
  • Work with broader stakeholders as needed
  • Provide timely reports of program activities
  • Provide the team with local and regional contextual information
  • Contribute to program development through feedback and participation in team meetings
  • Contribute to monitoring and evaluation of program activities, including managing pre‑ and post‑course training surveys
  • Support team meetings and assist other team members as needed
  • Solve problems and provide solutions, advice, and recommendations to overcome challenges

Required Qualifications

  • At least three (3) years of experience in project support work
  • Fluency in English and Portuguese; knowledge of local languages (Makhuwa, Makonde, Mwani) is highly desirable
  • Exceptional interpersonal and communication skills, with a proven ability to liaise with senior government officials
  • Excellent stakeholder management experience
  • Must be physically and medically fit for frequent field travel
  • Excellent writing skills, with experience drafting client reports
  • A strong network of contacts in government or law enforcement in Mozambique

Desired Qualifications

  • Experience delivering international foreign assistance projects
  • Experience with project financial management
  • Experience in monitoring and evaluation
  • Understanding of U.S. Department of State programs or foreign assistance work
  • Understanding of or experience with counter‑terrorism, investigative techniques, intelligence, or law enforcement
