About the Role

Culmen International is seeking a Vetting Specialist / EyeDetect Administrator to support the Bureau of International Narcotics and Law Enforcement Affairs (INL) in Haiti. This position is a critical component of the Enhanced Vetting program for the Haitian National Police (HNP). The successful candidate will facilitate retinal-based credibility assessments as part of a multilayered vetting process, working alongside certified polygraph examiners in a high-threat, international environment.

 

This position operates on a deployment-based "surge" model, with rotations typically lasting 30 days.

What You’ll Do in Your New Role

  • Technical Administration: Set up, calibrate, and operate EyeDetect retinal-scanning hardware and software to conduct credibility assessment tests for HNP officers.
  • Biometric Verification: Perform mandatory retinal scans and verify photographic identification for all candidates prior to polygraph examinations.
  • Candidate Management: Coordinate with the Lead Polygrapher and HNP liaisons to manage candidate flow and maintain a throughput consistent with the annual goal of 1,000 vetted officers.
  • Data Integrity: Ensure the accuracy of biodata collection and the secure transmission of test results to the Project Manager for final reporting.
  • Logistical Support: Assist in the transport and safeguarding of sensitive vetting equipment; ensure no equipment is left in-country between deployment cycles.
  • Operational Security: Adhere strictly to the INL Risk Mitigation Plan (RMP), including mandatory B6 armored transport protocols and secure lodging requirements.

Required Qualifications

  • Certification: Must be a certified EyeDetect Administrator. Preference is given to those with experience in Law Enforcement Pre-Employment Test (LEPET) environments.
  • Clearance: Must be a U.S. Citizen with the ability to obtain and maintain a Moderate Risk Public Trust (MRPT) determination from the Department of State.
  • Experience: Minimum of 3 years of experience in international vetting, law enforcement, or specialized security operations.
  • Language: Proficiency in English is required; functional proficiency in French or Haitian Creole is highly desirable to minimize reliance on interpreters.
  • Physical Requirements: Ability to deploy to high-threat environments and work in austere conditions. Must meet all Department of State medical clearance requirements for Haiti.
  • Technical Skills: Proficiency with Windows-based operating systems and the ability to troubleshoot proprietary hardware/software in the field.

Desired Qualifications

  • French and/or Haitian Creole language abilities.
