Culmen International is hiring a Senior Risk Assesments & Training Consultant SME IV
to support international efforts to counter the illicit trade of Materials Out of Regulatory Control (MORC). This role directly supports U.S. and international partners — including the Nuclear Smuggling Detection and Deterrence (NSDD) Program, U.S. Customs and Border Protection (CBP), and the World Customs Organization (WCO) — through high‑level risk analysis, development of risk indicators, and delivery of specialized training modules.
Conduct comprehensive assessments of MORC‑related illicit trade risks
Review open‑source materials, after‑action reports, and historical case studies
Engage with NSDD, CBP, and WCO subject matter experts to refine risk understanding
Produce analytical summaries that inform risk indicator development
Develop a specialized risk indicator product tailored to detecting MORC‑related illicit trade
Ensure the product meets WCO Compendium standards and submission timelines
Integrate intelligence, customs enforcement insights, and global smuggling trends
Coordinate with NSDD and WCO stakeholders to validate accuracy and applicability
Design and deliver training modules based on the MORC risk indicator product
Develop tabletop exercises, scenario‑based drills, and practical application modules
Coordinate with the NSDD Training, Workshop, and Exercise group
Engage CBP and WCO experts to ensure training reflects real‑world operational needs
Master’s degree in a relevant field (security studies, international affairs, customs enforcement, etc.)
25+ years of experience in the security field
25+ years of international customs and counter‑smuggling experience
Demonstrated expertise in:
risk assessment
customs targeting
counter‑smuggling operations
international border security collaboration
Ability to work with U.S. Government and international partners at senior levels
Strong written and verbal communication skills
Experience contributing to WCO Compendium products
Prior collaboration with NSDD, CBP, or WCO
Experience developing training curricula for international customs agencies
Familiarity with nuclear smuggling detection, proliferation prevention, or MORC‑related enforcement
Experience delivering workshops or exercises in international environments
