About the Role

Culmen International is seeking a Regional Program Manager (RPM) shall assist the Program Manager (PM) and provide direct supervision to Regional Project Associates. The RPM is responsible for interfacing with NAMRU INDO PACIFIC partners to ensure steady programmatic progress. The ideal candidate must possess strong organizational, management, and problem-solving skills, with the ability to travel within Malaysia and regionally to support and monitor all programs while serving as a primary liaison to the customer.

 

The Naval Medical Research Unit – INDO PACIFIC (NAMRU INDO PACIFIC), based in Singapore, is at the forefront of the U.S. Department of Defense disease surveillance efforts in the Indo-Pacific Command Area of Responsibility (AOR). Within the context of its ongoing disease surveillance activities, NAMRU INDO PACIFIC is uniquely positioned to evaluate novel diagnostic products and therapeutic interventions, test disease control strategies, and develop local expertise through training to detect and respond to emergent disease threats.

Culmen International, LLC (Culmen) serves as NAMRU INDO PACIFIC's prime contractor for the Indo Pacific Biosurveillance and Epidemiology Research (IPBER) program, providing comprehensive program management, coordination, and operational support across the Indo-Pacific region and its AOR.

 

What You’ll Do in Your New Role

The RPM shall perform the following specific tasks:

  • Support the IPBER Program Manager in overseeing all research projects regarding cost, schedule, and performance to ensure steady programmatic progress and the achievement of project goals.
  • Supervise the regional team in the execution and implementation of the IPBER program.
  • Contribute to the preparation of briefing decks and facilitate regular conference calls with NAMRU IP officers and leadership.
  • Serve as a key liaison to the customer, attending meetings with local partners in Kuala Lumpur as required.
  • Provide clear direction, coordination, and guidance to regional Project Management Office (PMO) teams, subcontractors, and consultants to optimize resource utilization.
  • Offer strategic recommendations on manpower utilization, workflow improvements, and operational procedures to maximize program efficiency and productivity.
  • Review and edit technical and operational reports to ensure complete consistency across all deliverables, reports, and program materials.
  • Monitor and coordinate with local partners to obtain Institutional Review Board (IRB) approvals for active studies, and support required U.S. Navy clearance processes (including HRPO review, PAO clearance, and travel authorizations).
  • Assist the PM in managing and tracking U.S. Government Government-Furnished Equipment/Property (GFE/GFP) and monitoring annual maintenance services as required.
  • Organize and lead routine monthly and quarterly teleconferences with clients, stakeholders, and regional partners.
  • Perform other duties as assigned to support the effective implementation and management of the IPBER program.

Required Qualifications

  • Bachelor’s degree in a related field with at least three years of related experience; project management experience, supervisory experience preferred.
  • Experience in working on research projects preferred.
  • Excellent written and oral communication skills.
  • Proven ability to effectively manage relationships (e.g., with internal actors, etc.); familiarity with countries in the region preferred; solid organizational skills; ability to be flexible and work well under pressure in a fast-paced multi-task team environment.
  • Ability to travel to countries in the region.
  • Proficiency in written and oral English and Bahasa Malaysia is required. Ability to translate documents from Bahasa Malaysia to English and vice versa is desired
