About the Role

Lead the Transition. Build the Team. Be Ready for Day One.

Culmen International is seeking an experienced Transition Manager to support future TSA Screening Partnership Program (SPP) at commercial airports across the United States.

This is an exciting opportunity for experienced transition, aviation, security, and program professionals who thrive on bringing people, processes, and operations together to achieve mission success.

As a Transition Manager, you will lead the planning and execution required to transition airport passenger and baggage screening operations from an incumbent provider or TSA to Culmen while maintaining uninterrupted security operations. From workforce transition and recruiting to training, credentialing, logistics, and operational readiness, you will help ensure the organization, workforce, and infrastructure are positioned for a successful Day 1 launch.

As a TSA SPP Transition Manager with Culmen International, you will have the opportunity to take a complex, mission-critical operation from transition planning to Day 1 readiness, helping establish the workforce and operational foundation for long-term success.

If you are a skilled transition leader who excels at bringing together people, schedules, logistics, risk management, and mission requirements, we want to hear from you.

What You’ll Do in Your New Role

  • Develop and execute airport-specific SPP transition plans, schedules, and readiness milestones.
  • Coordinate closely with TSA, airport authorities, incumbent personnel, recruiting, HR, security, training, operations, and Culmen corporate functions.
  • Lead incumbent workforce outreach and retention activities to support workforce continuity.
  • Manage recruiting and onboarding of new personnel while accounting for TSA vetting and background-investigation timelines.
  • Coordinate airport badging and credentialing, uniforms, training, equipment, facilities, systems access, and employee orientation.
Integrate classroom training, certification, and OJT schedules with operational staffing requirements.
  • Maintain transition risk, action-item, staffing, and readiness trackers, proactively escalating issues that require leadership intervention.
  • Develop contingency and surge plans designed to protect staffing levels and security effectiveness throughout the transition.
  • Validate operational readiness before Culmen assumes screening responsibilities.
  • Support post-transition stabilization and a successful handoff to the permanent Task Order management team.

Required Qualifications

  • Demonstrated experience managing complex workforce, contract, airport, security, or Federal program transitions.
  • Experience coordinating recruiting, onboarding, training, credentialing, logistics, and operational-readiness activities.
  • Strong project-management, scheduling, risk-management, and stakeholder-coordination skills.
  • Ability to successfully manage multiple interdependent workstreams against fixed operational deadlines.
  • U.S. Citizen or U.S. National with the ability to satisfy applicable TSA suitability and access requirements.
  • Ability to travel extensively within CONUS during transition periods.

Desired Qualifications

  • Previous TSA SPP transition experience.
  • TSA passenger or baggage screening experience.
  • Experience transitioning large hourly/shift-based workforces.
  • PMP or similar project-management certification.
  • Experience with airport SIDA badging and Federal personnel-vetting processes.
